Fines will be imposed for clear cases of flopping

The NBA announced to its teams this week at its annual pre-draft camp that fines will be imposed on players starting next season for clear cases of "flopping," ESPN.com has learned.

The league office has yet to determine exact fine amounts for offending flops and how fines might escalate for repeat offenders, but in-game arena observers and video reviewers will be instructed to report instances of theatrical flopping for potential punishment as part of postgame reports on officiating and other matters.

The league's pledge to crack down on flopping was conveyed to team representatives at Tuesday's competition committee meeting in Orlando.

NBA executive vice president of basketball operations Stu Jackson confirmed the new policy Wednesday night saying: "What was clearly expressed to the committee is that we would begin imposing fines next season for the most egregious type of flops. When players are taking a dive, for lack of a better term."

Because a precise penalty system has not yet been structured, it is not yet known whether serial floppers will be subject to possible suspensions after a certain number of fines for flopping, as seen with the league's protocol on technical fouls. Players who accrue 16 technicals during the regular season are hit with a one-game suspension when they get to No. 16 -- the limit is seven technicals during the playoffs -- and receive one-game suspensions for every other technical thereafter (No. 18, 20, etc.).

Detroit's Rasheed Wallace, a player who has 15 technicals this season and has been suspended in the past for being over the limit for technicals, gave his opinion of floppers to ESPN after the Pistons' 106-102 loss to the Boston Celtics in Game 5 of the Eastern Conference finals on Wednesday.

"All that bull(bleep)-ass calls they had out there. With Mike [Callahan] and Kenny [Mauer] -- you've all seen that (bleep)," Wallace said. "You saw them calls. The cats are flopping all over the floor and they're calling that (bleep). That (bleep) ain't basketball out there. It's all (bleeping) entertainment. You all should know that (bleep). It's all (bleeping) entertainment."

In other Orlando business:

• The competition committee considered changes to both the current playoff seeding format as well as the format for the draft lottery but ruled against recommending alterations to either.

Both subjects will be discussed again at the next Board of Governors meeting in October, but changes typically aren't made by team owners at those meetings without a prior recommendation from the competition committee.

After another season of great imbalance between teams in the West and East, league officials agreed in April to consider changes that could be implemented in time for next season's playoffs. But NBA commissioner David Stern said from the start that "it's unlikely anything will happen."

The current system sends the top eight teams in each conference to the postseason. That excluded No. 9 Golden State in the West in spite of the Warriors' 48-win season and forced two 55-win perennial powers -- San Antonio and Phoenix -- to meet in the first round.

The West's dominance -- and the fact that only three teams in the East (Boston, Detroit and Orlando) had a higher win total than Golden State -- led to a new round of calls for re-seeding after each round of the playoffs as seen in other major professional team sports, or even sending the teams with the best 16 records to the playoffs irrespective of conference.

But Stern has long maintained that re-seeding is "very difficult when you have the television obligations that we have" because the league's TV partners (ESPN and TNT) would then be required "to wait for every series that can affect the re-seeding to be over." The commissioner has also said that he's comfortable with the idea of a lower seed inheriting the playoff path of a higher seed if it can win a seven-game series.

There is also naturally considerable opposition from teams in the East to sending the clubs with the 16 best records to the playoffs. The current format enabled several sub-.500 teams this season -- such as Indiana, New Jersey and Chicago -- to stay in playoff contention well into April, giving them something to sell to their fan bases in spite of sub-par records and constant reminders from the media about the West's superior depth.

Making overall record its primary playoff consideration would also likely force the league to change the format of its entire regular-season schedule. West teams would have a valid complaint if the 16-team playoff field was determined strictly by record and East teams retained the advantage of playing 52 games against other East teams and only 30 against West teams.

There was likewise no consensus reached by committee members on tweaking the draft lottery. Grumblings about the current system have grown louder with Chicago (ninth-worst record in the league) and Portland (sixth-worst record in 2006-07) winning the past two lotteries, but Stern is said to be strongly against any lottery changes.

• As Stern promised earlier this month, changes were considered by the committee to the league's rules regarding intentional fouling away from the ball, which is more commonly known as the Hack-A-Shaq strategy.

Yet it appears that Hack-A-Shaq will be back next season, too.

Stern himself has said he doesn't like "the idea that [players can say], 'Hey, look at me, I'm going to hit this guy as soon as the ball goes into play, even though he's standing under the other basket.' "

San Antonio made extensive use of the Hack-A-Shaq tactic in its first-round series with Phoenix after Spurs coach Gregg Popovich had shunned the strategy for years. The Suns later conceded that the strategy not only took advantage of Shaquille O'Neal's poor foul shooting -- he missed half of his 64 free-throw attempts in the series -- but also frequently interrupted their offensive flow.

Such intentional fouling is legal until the final two minutes of regulation or any overtime, when intentional fouls result in one free throw and the team whose player was fouled retaining possession.

"We had a pretty spirited discussion on the subject and we talked prospectively about how we might change it," Jackson said, declining to elaborate on the potential alterations.

"But in the end, there wasn't enough support to change it. ... There was a feeling that by changing the rule you would be essentially rewarding a player for a lack of skill by allowing him to stay in the game."

• The committee had extensive discussions about expanding the use of instant replay for next season and voted to recommend a proposal which calls for the use of replay to assist referees in determining whether a basket or a shot on which a player is fouled is taken from behind the 3-point line.

The committee, as expected, is also backing the league's wish to use instant replay to resolve discrepancies on clock malfunctions, after a major clock issue during the Detroit-Orlando series in the second round.

The league was forced to admit earlier this month that a 3-pointer made by the Pistons' Chauncey Billups at the end of the third quarter of Game 2 against Orlando should not have counted. There were 5.1 seconds remaining in the quarter when the ball was inbounded, but the clock froze at 4.8 seconds as Billups dribbled into the frontcourt. The whole play actually consumed 5.7 seconds, meaning that the buzzer should have sounded before Billups' shot went up, but the play was not reviewable under current rules. Referees are presently allowed to use instant replay only to rule whether a shot goes in before the end-of-quarter clock expires.

"We still need to refine the procedures involved, but it's expected that Board of Governors will vote on those proposals [in October]," Jackson said.

Anthony's representatives, Nuggets' brass to address trade rumors

Representatives for Carmelo Anthony will meet with Denver Nuggets management on Monday to discuss the possibility of a trade, according to sources with knowledge of the situation.

Anthony is expected to attend the meeting, though his presence is not a certainty. His agent, Calvin Andrews, could not be reached for comment.

The meeting is being initiated by Anthony, who has grown tired of hearing his name mentioned in trade rumors. His desire is to stay in Denver and he wants assurances from the Nuggets that they will not trade him. Anthony's party expects to get those assurances on Monday, according to the sources. If the Nuggets don't commit to building around Anthony -- and instead demonstrate a willingness to trade him -- he will ask to be moved. Believing he will remain with the Nuggets, Anthony has not put together a list of teams he wants to be traded to.

Speculation about a deal involving Anthony began in May when reports surfaced that New Jersey had contacted Denver about a trade for the two-time All-Star forward. While the likelihood of a trade to the Nets was never high, executives around the league insisted that Nuggets coach George Karl was indeed ready to trade Anthony.

Denver denied that it was looking to trade Anthony, but the rumors have persisted. Detroit recently offered Chauncey Billups and Tayshaun Prince for Anthony, but the Nuggets weren't interested. Denver countered with an offer of Allen Iverson or a package built around Marcus Camby, but the Pistons are only interested in Anthony.

Executives with other teams say Denver's management group is divided over Anthony's place with the team. They say Karl wants to trade him, but that general manager Mark Warkentien and club advisor Bret Bearup are against the move.

Anthony, 24, averaged 25.7 points and a career-high 7.4 rebounds last season but was unable to get the Nuggets out of the first round of the playoffs for the fifth straight season. Anthony struggled badly in this year's playoffs, averaging 22.5 points on 36.4 percent shooting in a sweep by the Los Angeles Lakers.

Reports: Raptors in talks with Pacers to deal Ford for O'Neal

The Indiana Pacers and Toronto Raptors have held discussions about a possible trade involving Jermaine O'Neal and T.J. Ford, according to reports in the Indianapolis Star and the Toronto Star.


The Raptors -- eager to move an unhappy Ford and make Jose Calderon their starting point guard -- also would include center Rasho Nesterovic and possibly their first-round pick in Thursday's draft, both newspapers reported.

One sticking point might be O'Neal's health. He played in 42 games last season because of a left knee injury, though Pacers officials said recently that O'Neal is healthy, according to the Indianapolis Star.

O'Neal, a six-time All-Star, averaged 13.6 points and 6.7 rebounds a game last season, and is currently working out in Las Vegas.

A second issue might be the financial burden O'Neal poses. He is set to make $21 million this season and $23 million in 2009-10.

Multiple reports surfaced this past weekend about a possible trade that would have the Raptors sending Ford and their first-round pick (No. 17 overall) to the Phoenix Suns for forward Boris Diaw.

Draft Notes: Heat might deal way out of Beasley pick


It's looking clearer and clearer that the Bulls will be taking Derrick Rose with the No. 1 pick, so much of the attention in the draft is turning to the Miami Heat, who are slated to select second.

Michael Beasley is the obvious choice at No. 2, but the Heat's words and actions behind the scenes continue to point to a possible trade if Rose goes No. 1.

Sources said Heat president Pat Riley made a number of phone calls on Monday trying to gauge what was available to the Heat at No. 2 after finding out that Shawn Marion will not opt out of his contract.

One source told Insider that the Heat are revisiting trade talks with the Grizzlies. Insider reported several weeks ago that there was talk that Memphis would give up Mike Miller, Kyle Lowry and the No. 5 pick as part of a package for the No. 2 pick. The same source said the Heat are asking the Grizzlies to sweeten the deal by substituting Mike Conley for Lowry. The deal would be Conley and the No. 5 pick to Miami for the No. 2 pick and Daequan Cook.

That trade would land Riley the point guard he covets and still get him a high lottery pick in the draft. The Heat would likely choose between Kevin Love or Brook Lopez at No. 5.

While the price is high for the Grizzlies, they have great depth at the point guard position and could afford to lose Conley. Memphis' biggest need is at the power forward position, and Beasley appears to be a once-in-a-decade talent at the 4 -- a perfect fit for a young and upcoming Memphis team.

The Heat are also talking to the Timberwolves, Sonics and Clippers. The problem is the Wolves don't have much to offer. The Sonics can offer Chris Wilcox and the No. 4 for a deal that brings them the No. 2 and Mark Blount. That could save the Heat cap space. But it may not be enough.

The Clippers have a player that Riley covets deeply in Elton Brand. A deal that swaps Brand and the No. 7 pick for Marion and the No. 2 pick could be another alternative for Riley if he isn't comfortable with Beasley.

Michael Lee of the Washington Post says Gilbert Arenas was right: "All the talk about having a national program of 33 players and forcing them to make a three-year commitment to the program, participate in summer workouts, then tryout for the team in an intense training camp process seems laughable now. Two weeks ago, USA Managing Director Jerry Colangelo scrapped plans to invite about 15 or 16 players to Las Vegas to cut the team down to 12. It was sort of sneaked in during the NBA Finals, so nobody made a big deal about it. I think this team wins the gold, but I can't argue with Gilbert: It looks like Team USA knew what it wanted all along."
 
Sheriff cites language as reason for wanting Shaq's badges back


PHOENIX -- Shaquille O'Neal will lose his special deputy's badge in Maricopa County because of language he used in a rap video that mocks former teammate Kobe Bryant.

Maricopa County Sheriff Joe Arpaio said the Phoenix Suns center's use of a racially derogatory word and other foul language left him no choice. Arpaio made Shaq a special deputy in January and promoted him to colonel of his largely ceremonial posse earlier this month.

"I want his two badges back," Arpaio told The Associated Press on Tuesday. "Because if any one of my deputies did something like this, they're fired. I don't condone this type of racial conduct."

Shaq was seen in a video posted on the celebrity news and gossip Web site TMZ.com rapping that "Kobe couldn't do without me." O'Neal skewers the Lakers' star, with whom he won three straight NBA titles from 2000-2002 while with Los Angeles, for not being able to win a championship without him.

"I was freestyling. That's all. It was all done in fun. Nothing serious whatsoever," O'Neal told ESPN.com Monday. A call to the Suns on Tuesday seeking comment from O'Neal was referred to his public relations firm, which didn't immediately respond.

Arpaio, who describes himself as "America's Toughest Sheriff" and is best known for feeding jail inmates green bologna, clothing them in pink underwear, and making them work on chain gangs, said he didn't expect his actions would teach Shaq a lesson. But he hoped he learns that as a role model who wants to someday be a full-time sheriff, he needs to know his words matter.

"Maybe I'm old fashioned, but I don't think that either conduct should be out there publicly, even if media wasn't there," Arpaio said.

O'Neal previously served as a reserve officer with the Miami Beach Police Department while playing for the Miami Heat. He also volunteered with the Tempe Police Department after being traded to the Suns in February.

Cops: Shaq Won't Get Heat in Miami

Minutes after an Arizona sheriff called for Shaquille O'Neal's badge over his n-bomb laced rap, the Diesel was already getting back-up from some of his other boys in blue.

According to a statement from Miami Beach Chief of Police Carlos Noriega, "Shaquille O'Neal is a member in good standing of the Miami Beach police Dept. He is a valuable asset to our organization and the city of Miami Beach."

Reps from the Los Angeles Port Authority, where he also serves as a reserve officer, had no comment.

Gatorade-stained shirt worn by Celtics coach Rivers auctioned for $55,000

BOSTON -- The Gatorade-stained shirt worn by Boston Celtics coach Doc Rivers as the team won its first NBA championship in 22 years has been auctioned for $55,000.

An anonymous bidder bought the shirt, autographed by Rivers and Celtics star Paul Pierce, and the accompanying Gatorade bucket at a charity auction on sports radio WEEI-AM's Web site. The proceeds will benefit the Boston Celtics Shamrock Foundation.

The foundation said Tuesday the high bid of $35,000 came from an anonymous bidder. Gatorade and a second anonymous donor each pledged $10,000 to bring the total to $55,000.

Celtics managing partner and foundation president Steve Pagliuca offered a personal donation of $35,000 to the charity if the winning bidder would share the shirt at certain times for display. No word yet on whether the bidder will accept the offer.
 
Shaq loses another badge for rap about Kobe


BEDFORD, Va. -- Shaquille O'Neal's raunchy rap in which he mocked former teammate Kobe Bryant is costing him another of his lawman badges.

Bedford County Sheriff Mike Brown said Wednesday that he has asked the Phoenix Suns center to return a badge he was given for his work with the southwest Virginia county's Internet Crimes Against Children Task Force.

Brown says O'Neal's likeness also will no longer be used to promote Operation Blue Ridge Thunder, a unit of the department that O'Neal worked with in investigating Internet predators. O'Neal served as a reserve deputy for the sheriff's department from 2004 through the end of 2007.

The decision comes one day after a sheriff in Arizona asked O'Neal to return a special deputy's badge because of language he used in the rap.

The freestyle rap was recorded and posted at TMZ.com.

Mayo heads to Memphis, Love to Minnesota

The Minnesota Timberwolves aren't holding on to O.J. Mayo for long.

Two league sources told ESPN.com that the Wolves have reached an agreement in principle with the Memphis Grizzlies that will send the draft rights to Mayo, Marko Jaric, Antoine Walker and Greg Buckner to the Grizzlies in return for the draft rights to Kevin Love, Mike Miller, Brian Cardinal and Jason Collins.

The deal is a blockbuster for both teams. ESPN.com reported on Tuesday that Wolves GM Kevin McHale was infatuated with Love, but felt that the team had to select Mayo and use him to acquire more assets. Love, a fundamentally-sound post player, should mesh well with the Timberwolves' budding star Al Jefferson.

In addition to landing Love, the Wolves get a sharpshooting swingman in Miller who can help carry the scoring load from the perimeter. The deal is also a financial boon for the Timberwolves, who get the bad contract of Jaric (three years, $21 million) off the books. Walker's and Buckner's contracts are not guaranteed after this season.

Timberwolves fans will likely be reminded of another lottery-swapping move two years ago, when Minnesota selected Brandon Roy, then traded him to Portland for Randy Foye and cash.

Roy went on to become rookie of the year in 2006-07 and an All-Star last season, while Foye has struggled with injuries while showing promise as a floor leader and playmaking perimeter threat.

The Grizzlies get the superstar they wanted in the backcourt in Mayo. They also rid themselves of Cardinal's bad contract (two years, $13 million). The Grizzlies now have a glut of guards on the team with Mayo, Mike Conley, Kyle Lowry and Javaris Crittenton.

Pacers trade Bayless to Portland


The Indiana Pacers have a tentative agreement to send forward Ike Diogu and the rights to guard Jerryd Bayless to Portland for point guard Jarrett Jack, forward Josh McRoberts and the rights to shooting guard Brandon Rush.

McRoberts was a McDonald’s All-American while at Carmel High School and returns his home state after his rookie year.

“I just talked to Josh and he’s elated,” McRoberts mother Jennifer said tonight. “He just called and he’s really, really excited about it.”

The Pacers drafted Bayless, a 6-3 Arizona freshman, at No. 11, and Portland drafted Rush, a 6-6 junior from Kansas, at No. 13 in tonight's draft.

Jack gives the Pacers depth at point guard. The 6-3 Georgia Tech product averaged 9.9 points, 3.8 assists and 2.9 rebounds in his third year in the NBA. He has played at least 79 games each of his three years at Portland, a contrast from Jamaal Tinsley, who appears headed out of town after seven mainly injury-plagued seasons with the Pacers.

The Pacers also are getting point guard T.J. Ford from Toronto in the multi-player deal involving Jermaine O’Neal.

Rush showed versatility in his three years with Kansas. He is an outstanding long-range shooter, good rebounder from his position and athletic enough to play small forward.

Rush, who turns 23 in July, shot 44.9 percent from the field in his collegiate career, including 43.5 percent (205-for-471) from 3-point range. He averaged 5.5 rebounds two assists over his three years at Kansas.

The Pacers top two scorers this past season were two other swingmen, 6-8 Danny Granger and 6-9 Mike Dunleavy.

Rush is the brother of Pacers guard Kareem Rush, an unrestricted free agent this offseason.

As much as I hate McHale, I have to say this was a pretty sound financial deal. It stinks of Laettner-esque draft picks we've had blow up in our face in the past, but I don't mind getting rid of Jaric and Walker one bit.

It's hard to watch your team finally draft the 'sure thing' and then trade it away. People up here are pissed, ticket sales are gonna drop unless they win some games in a hurry.
 
Celts drafting offseason plan

This offseason figures to be a busy one for Danny Ainge as he tries to gather a group to win the NBA title again.

But it won’t be as busy as first thought for Rajon Rondo and Kendrick Perkins, neither of whom will take up USA Basketball on its offer to scrimmage with the Olympic team as it prepares for this summer’s Beijing Games.

“I’m good with that decision,” said Ainge, the Celtics director of basketball operations. “It’s been a long season.”

Perkins faces the possibility of more surgery on his left shoulder.

The Celtics are comfortable that an earlier procedure on the shoulder met its desired goal. When Perkins injured it again in Game 4 of the Finals against the Lakers, it wasn’t a dislocation. Such instances simply tweak the area around the joint and, in this case, forced him to miss one game.

But the center may go in for another cut if it’s believed it will further improve his shoulder.

The Celts also need to improve things around Perkins.

With P.J. Brown unsure of whether he will return or retire, the club will contact a number of free agents when that season opens Tuesday. And don’t be surprised if the C’s, based on their success with Brown, go the veteran route again. It’s expected that they will touch base with a crew that includes Alonzo Mourning and Dikembe Mutombo.:yes:

At the other end of the size spectrum, the C’s also will attempt to set themselves at the point behind Rondo. They hope to keep Eddie House, but the way his minutes took a dive at the beginning of the playoffs may have him considering other options. Jason Williams and Tyronn Lue are names to keep in mind if House looks for a different home. The Celts hope that Gabe Pruitt will be more prepared to make a contribution in his second season, but they’d also like a solid veteran alternative.

The key free agent remains James Posey.

If another club offers him the full mid-level exception played out for four years, it will be tough for the Celtics to match. But there have been encouraging signs, with Posey’s representative, Mark Bartelstein, saying his client hopes to be back in Green.

“I think James wants to be in Boston, and we want James to be in Boston,” Ainge said. “We’ll just see what happens. We’ll talk in more detail (Tuesday) and see what’s up.
 
Horry wants to return for another season with Spurs or Rockets

HOUSTON -- San Antonio Spurs forward Robert Horry says he wants to return to the NBA for a 17th season.

Horry told Houston television station KRIV that he doesn't want to retire. He also says he knows he could have had a better season last year.

Horry is set to become a free agent July 1st. He turns 38 in August.

Horry says he'd like to return to the Spurs, where he spent the last five seasons. If that's not possible, then he would like to head for the Houston Rockets -- where he played his first four seasons.

Horry last season passed Kareem Abdul-Jabbar for the most playoff appearances in NBA history. Horry finished with 244 playoff game appearances; Abdul-Jabbar had 237.

The Spurs lost in the Western Conference finals to the Lakers in five games. Horry averaged 2.5 points a game last season, 1.5 during the playoffs.
 
INTEREST IN DAVIS

Riley said the Heat has an interest in re-signing swingman Ricky Davis, who becomes a free agent July 1.

''We don't have shooters, we don't have players that have his kind of ability,'':lol: Riley said. ``It depends on where we are financially and how we look at our future.''

Davis repeatedly has said he would like to remain with the Heat but prefers a multiyear deal.
 
Nuggets Extend Qualifying Offer To Smith

The Nuggets extended a qualifying offer to restricted free-agent guard J.R. Smith on Friday, according to NBA.com.

Denver now has the right to match any offer Smith receives from another team this summer.

Smith, 6-6, 220, has averaged 12.6 ppg while shooting .396 (306-772) from three-point range in his two seasons with the Nuggets since being acquired in a trade with Chicago in 2006.
 
Hornets news:

General manager Jeff Bower and head coach Byron Scott decided the Hornets really need a proven player to contend for a championship. So they traded the 27th draft pick for about $3 million to the Portland Trail Blazers. Bower says the team is targeting several players. He won't name them. That's partly to avoid tipping the Hornets' hand and partly because league rules prohibit talks with free agents before the free agency period officially begins. AP

Among the dozens of players entering free agency from other teams, Maggette and Posey, both small forwards, are two who should fit in well in New Orleans. Maggette, who has indicated he intends to opt out of the final year of his contract with the Clippers, averaged 22.1 points and 5.6 rebounds last season. He would add scoring punch on the wing, a position Bower said he was looking to strengthen. He's 6-foot-6, turns 29 in November, and was paid about $7 million last season. Posey averaged 7.4 points and 4.4 rebounds per game with the newly crowned champions of the NBA. The 6-foot-8 1999 first-round draft pick out of Xavier was paid about $3.2 million last season, meaning his asking price could be easier for the Hornets to handle. Another option, though not seen as very likely at this point, is veteran power forward P.J Brown. A big question with Brown, who'll be 39 in October, is whether he'd rather retire.
 
No Qualifying Offer For Clippers' Livingston?

Clippers guard Shaun Livingston is set to become an unrestricted free agent with the Clippers declining to tender him a qualifying offer, the New York Daily News is reporting.

Livingston is still rehabilitating from a devastating knee injury, and may be too much of a medical risk for a team that is hoping to add a starting-caliber point guard.
 
Marbury A Chance To Be Bought Out?

Stephon Marbury's fitness declaration has failed to impress at least one of his Knick teammates, who said that Marbury says the same thing every year, the New York Daily News is reporting.

"It's the same story every year," says one veteran Knick. "He's doing this, he's doing that, he's running hills, he's lifting weights. And then on the first day of training camp he can't even finish some of the drills."

Marbury, who is entering the final year of his lucrative contract, may not play out the season with the Knicks.

According to the report, if president Donnie Walsh acquires a point guard, Marbury likely will be released, according to a league source.

David Lee, who is looking for a contract extension, seems the most likely candidate to be dealt for a point guard, with Raymond Felton from Charlotte and the Steve Blake from Portland possible options.
