Can someone explain to me why they felt the need to go back and get Neo? Did they feel that Niobe had become too cozy with the Machines and that whatever "peace' they currently had was going to be coming to an end? It's not clear to me what the premise of this movie is.

Because he was still viewed and hailed as the savior. He had a victory under his belt against the Matrix and had actually inspired machines to rebel. I tried to leave off the obvious films. DC's overall catalog is far superior to Marvel......and I really like Marvel.
Marvel's worst films are so bad they make the worst DC films look like master pieces.
Both franchises have dropped the ball multiple times. 2022 will be DC's year while Marvel will be revamping some things after the Luke warm reception of most of the phase 4 releases.

Aquaman was OK so was Wonder Woman but compared to Ironman or The Avengers, or Blade for that matter DC is lacking. V For Vendetta was a masterpiece. But it was a thinker more than straight up action. I do think DC has a deep catalog of content, great potential block busters. Sgt. Rock for example could be a huge franchise with any random military direction you want to go. The watchmen was awesome. DC needs to focus.
