I think our boy Hays already solved the crime and dealt out a little vigilante justice on his own. That's why the official investigation remains open. His mind just made him forget.

Maybe not her, but her parents/relatives. Witnesses did say they saw a black man and white woman in a suspicious car and she's light enough to be mixed. That could also explain why they're daughter left town and never comes back, grandparents might've molested her too.

It feels like he knows some shit that could’ve solved the case but maybe his ego got in the way and he overlooked the evidence and he can’t come to grips with the fact he may have botched the investigation because of his memory loss.
