Please, Iraq does not have the same government, and you knoiw that. And even with the different government, the IMF and the World bank voted to cancel/abrogate the debt, as they are allowed to do. And before you start bitching and moaning about the US influence, remember the US provides the Lion's share of the funds. Who got the benefit of the money? A few rich white spainiards or the entire nation?
The US provides the funds, tells them how to spend the funds, makes them use US corporations to do any work involved and kills or intimidates any leader who tries not to deal with them.
Its like Vito(USA) forces you to get a loan from him(IMF) and no one else, then tells you to only use his cousin sal's construction company to build your offices(Haliburton, Bechtel). Then if you tell him no he tries to kill you(CIA in Panama etc) or tries to make your life hell (Coups etc - Chavez).
The politicians who go along with this get rich and those who dont...........

the purpose of stopping the cooperation with the us is to stop the us involvement in bolivian military and police organizations and is part of bolivia refusing US aid that involves tampering with the country- both viewed as sovereignty issues.
