I don’t know who should and who shouldnt qualify. My stance is that it’s impossble to classify Black Americans as ADOS because how one defined ADOS leaves too much room for debate.

Black Americans are a constructed group. Black Americans are a mixture of a lot of different ethnicities and cultures. By labeling a portion of Black Americans as ADOS, your negating another portion by saying they are not purely ADOS?
