Why does a woman have to be withholding sex? Why can't she just not be ready to share herself with him sexually. So a woman might not be ready to share herself with a man. That is perfectly fine for a woman to do that. But also don't expect the man to share himself. A mans wallet is all that he has. That is the most important item a man can posses. Based on what is in his wallet will be how he is judged in the world and society has a whole. When a man spends his money you are taking a part away from him. Women are quick to take away but when it comes to them it is different. A womans pussy and a mans wallet are equal value.
 
From my experience, at what point you both decide to begin to have sex is something that has to be established. Whether she has a strong libido or you have the stamina and desire to want sex a lot is something that you both will discover about each other. Now once you are in an ongoing stable relationship and the rules change then, that is another story. Some woman think that playing games and keeping you off of your guard in your regular sexual routine can spice up an increasingly boring relationship. I guess in that case it is a power thing. Some woman may just want to have sex with someone else. Women use the term “I love him, but I am not in love with him.” My interpretation is that he is a nice guy, I can depend on him, but he doesn’t hit my walls the way I like. I guess if a women is withholding sex, it’s like withholding funds from your bank, in order to get it you must put in more.

And that is why there are people who choose to live without money. It's not feasible in the states but lots of people go live in countries to avoid the "complications" money and capitalism brings.
