Senate Democrats introduce bill to make D.C. the 51st state

Washington — Democratic Senator Tom Carper of Delaware, joined by a group of more than three dozen fellow Democrats, has introduced a bill to make Washington, D.C., the 51st state, continuing the years-long campaign to grant statehood to the nation's capital.

While the D.C. statehood movement enjoys widespread support from Democrats, who control the White House and both houses of Congress, Republican lawmakers generally oppose the effort, and the district is unlikely to become a state unless Democrats take the controversial step of eliminating the legislative filibuster in the Senate.

Carper introduced the companion bill to House legislation to make D.C. a state on Tuesday. The House passed a D.C. statehood bill last year by a vote of 232 to 180. The bill has 38 cosponsors in the Senate, including Senate Majority Leader Chuck Schumer. President Biden said that he would support D.C. statehood during the presidential campaign.

"This isn't a Republican or Democratic issue; it's an American issue because the lack of fair representation for D.C. residents is clearly inconsistent with the values on which this country was founded," Carper said in a statement. "It is therefore incumbent upon all of us who enjoy the right and the privilege of full voting rights and representation to take up the cause of our fellow citizens in the District of Columbia."

The legislation would provide voting representation for the city's roughly 692,000 residents, a population larger than the states of Wyoming and Vermont. It would also cordon off the White House, Capitol and National Mall to remain under federal control as the seat of the U.S. government.

The argument over D.C. statehood gained more urgency after the insurrection at the U.S. Capitol on January 6, when it took hours for National Guard mobilization to be approved to address the crisis. Unlike other National Guard units, the D.C. National Guard does not fall under local control, and can only be mobilized by the White House. Lawmakers have questioned why it took so long for the National Guard to spring into action on January 6. If Washington, D.C., had been given local control of its National Guard, then the Guard may have been deployed earlier in the day after the Capitol was assaulted. The National Guard is expected to remain mobilized in the city through the end of March.

But despite widespread Democratic support for D.C. statehood, most Republicans oppose admitting the district as a state. The district is heavily Democratic, with a diverse population that is 46% Black. Republicans believe that admitting Washington would automatically give Democrats two new senators, and further tilt the balance of the Senate towards the Democrats.

Democrats currently hold the narrowest possible majority in the Senate, with only 50 seats and Vice President Kamala Harris casting any tie-breaking vote. As most legislation currently requires 60 votes to end debate and receive a full vote on the Senate floor, a bill to make D.C. a state would likely be unable to reach that threshold.

Advocates for D.C. statehood argue that the Democratic majority needs to eliminate the filibuster, the procedure that allows senators to block legislation requiring 60 votes to end debate. If only a simple majority was required to end debate, this argument goes, then the Senate could approve D.C. statehood with only 51 votes.

Stasha Rhodes, the campaign director for 51 for 51, which supports ending the filibuster to pass D.C. statehood, said in a statement Wednesday that the Senate bill provides "a chance to win the most urgent civil rights fight of our lifetimes: giving a vote in Congress to over 700,000 people who have been denied one."

"The people of D.C. have worked over 200 years for representation and we urge the Senate to act swiftly — D.C. deserves a vote during COVID relief negotiations, the impeachment trial, and every other fight to come. The only way to guarantee that democracy truly prevails is by passing this legislation with 51 votes in the Senate," Rhodes said.

However, at least two Democrats — Senators Joe Manchin and Kyrsten Sinema — have expressed opposition to ending the filibuster. There would need to be a simple majority vote to eliminate the filibuster, meaning that all 50 Democratic senators would have to be on board. Manchin in particular has been vocal in his opposition to eliminating the filibuster, a position that was affirmed by a spokesperson in a statement to CBS News.

"Senator Manchin's position on the filibuster has not changed. He will not support eliminating the filibuster," the spokesperson said. Manchin is not among the co-sponsors of the D.C. statehood bill introduced by Carper.

Unless all Democrats are willing to eliminate the filibuster, the bid for D.C. statehood is likely to be dead on arrival in the Senate, as it has been for the past several years.

President Joe Biden on Tuesday signed four executive actions pertaining to racial equity, including phasing out the use of private prisons at the federal level.

"We have never fully lived up to the founding principles of this nation, to state the obvious, that all people are created equal and have a right to be treated equally throughout their lives," Biden said just before signing the actions. "And it's time to act now, not only because it’s the right thing to do. Because if we do, we'll all be better off."


Biden signed an order directing the attorney general to not renew contracts the Department of Justice has with privately-operated criminal detention facilities.

“This is the first step to stop corporations from profiting off of incarcerated -- incarceration that is less humane and less safe, as the studies show. And it is just the beginning, in my view, to my administration's plan to address systemic problems in our criminal justice system," Biden said.

Though Biden cited in his remarks the nationwide protests sparked by the killing of George Floyd in May, his orders do not tackle police accountability or reform. Nor does the order to close private prisons under DOJ's purview have any effect on private detention facilities run by Immigrations and Customs Enforcement (ICE).

On the campaign trail, Biden vowed to end federal government use of all private facilities for any detention, including ICE facilities.

The Obama administration took a similar action in 2016 in its final months in office to move towards the end of federal contract prisons, but the Trump administration quickly reversed the move.

"Yes, we need criminal justice reform but that isn’t nearly enough. We need to open the promise of America to every American. And that means we need to make the issue of racial equity not just an issue for any one department of government, it has to be the business of the whole of government," Biden said Tuesday.

Biden also signed a memorandum to address a rise in discrimination against Asian Americans and Pacific Islanders over the past year.

Former President Donald Trump often referred to the novel coronavirus with a term that stigmatized Asian Americans, and an official said that the administration intended to examine if the government was exacerbating that discrimination with "offensive and dangerous" language.

"The aim here is to acknowledge that and to try to redress it," a senior administration official said in a briefing on the orders.

In addition, Biden signed two other actions aimed at strengthening access to housing and tribal sovereignty.

One was a memorandum directing the Department of Housing and Urban Development to reinstate an Obama-era anti-housing discrimination rule that Trump had rolled back, and to more broadly examine whether a fair housing law was being fully implemented.

The second action "reinvigorates the commitment of all federal agencies to engage in regular, robust, and meaningful consultation with Tribal governments," the administration said.

(CNN) President Joe Biden held his first call Tuesday with his Russian counterpart, according to the White House, confronting President Vladimir Putin over a range of issues from a recent massive cyberattack to the suspected poisoning of the country's leading opposition figure.

The call, which occurred midday, amounted to Biden's opening bid at diplomacy with one of his chief adversaries, whom he has met previously but not dealt with as an equal.

Biden's press secretary Jen Psaki said he entered the phone call with the intention of discussing the New START nuclear treaty, which the Biden administration hopes to extend; Russian aggression in Ukraine; the Solarwinds cyber hack, the extent of which is still being determined; reports Russia placed bounties on American troops serving in Afghanistan; Moscow's interference in US presidential elections; and the poisoning of Alexei Navalny.

His intention was also to make clear that the United States will act firmly in defense of our national interests in response to malign actions by Russia," Psaki said, noting the call had taken place during her briefing and that a more fulsome summary would come later.

The lengthy list of topics for Biden's first conversation with Putin illustrates the troubled state of affairs between Washington and Moscow that he inherited from the previous administration. Biden has accused his predecessor, President Donald Trump, of being too weak on Russia, accusing him of being "Putin's puppy" during one of their general election debates.

Biden hopes to take a firmer line with Putin, officials have said. He's ordered a review from administration agencies on issues related to Russia and could impose new sanctions on the country.

But he's also made an opening bid for diplomacy on the nuclear treaty, suggesting he is open to fostering a working relationship with Putin.

"I find that we can both operate in the mutual self-interest of our countries, as a new START agreement, and make it clear to Russia that we are very concerned about their behavior, whether it's Navalny, whether it's the Solar Winds or whether it's reports of bounties on the heads of Americans in Afghanistan," he told reporters on Monday.

"I have asked the agencies in question to do a thorough read for me on every one of those issues, to update me precisely where they are, and I will not hesitate to raise those issues with the Russians," he said.

Tuesday's call came at Moscow's request, according to a person familiar with the matter, who said Biden wanted to confer with leaders in Europe and his advisers before getting on the phone with Putin. The Kremlin requested the call shortly after Biden took office last week, which is standard for foreign leaders who are hoping to speak with the new president.

Biden received a series of briefings ahead of the call from senior administration officials going over administration positions and Putin's likely responses when Biden raised issues like the Solarwinds hack and the Navalny poisoning, the person said.

Biden's predecessor often entered his calls with Putin having not prepared and on at least one occasion disregarded the advice of his advisers not to congratulate Putin on winning his election.

Biden also spoke Tuesday with Jens Stoltenberg, the secretary general of NATO, a symbolic conversation given the defense bloc's role in defending against Russian aggression in Europe.

Biden has also spoken with the leaders of France, Germany and the United Kingdom, including on issues related to Russia.

Putin was one of the last world leaders to congratulate Biden upon winning the presidency, waiting until it was clear Trump had lost the Electoral College count to offer formal regards.

The two men met when Biden was vice president and he visited Moscow. During a tour of Putin's office, Biden later claimed he told the Russian leader, inches from his face, that he did not believe he had a soul.

President Joe Biden signed an executive order on Monday that will strengthen the rules surrounding government procurement in a bid to shore up domestic manufacturing and encourage the federal government to buy more products made in the United States.

KEY FACTS

- Biden’s “Buy American” plan will make it more difficult for federal agencies to contract with companies overseas to purchase foreign products by reducing loopholes and waivers in existing Buy American rules and changing the definition of an “American-made” good.

- The executive order will create a new position in the Office of Management and Budget to oversee Biden’s changes, and it will also direct the federal government to conduct a review of the waiver process that lets some purchases be made outside of the existing rules.

- There’s also a provision targeted at small and midsize businesses to give them better access to information about contracting with the federal government.

- A senior Biden administration official said fixing weaknesses in the U.S. supply chain illuminated by the coronavirus pandemic (like the delays in distributing medical supplies and safety equipment) is one of the goals of the new policy, the Wall Street Journal reported.

- “As this pandemic has made clear,” Biden said during prepared remarks on Monday, “we can never again be in a position where we have to rely on a foreign country that doesn’t share our interest in order to protect our people during a national emergency.”

But why did Democrats need Republican agreement in the first place, if Democrats’ 50 Senate seats meant that Vice President Harris could break any tie? What was the dust-up about the filibuster, and did McConnell lose — or get what he wanted? And what does this skirmish portend about the next two years for President Biden’s ambitious agenda?

Here’s what you need to know about the deal.


Why does the Senate need a power-sharing agreement?

Unlike the House — which adopts a new set of rules and committee rosters each Congress — the Senate considers itself a “continuing body,” with each new Senate inheriting rules and committee arrangements from the previous Congress until party leaders agree to arrangements for the new Congress.

While talks between Schumer and McConnell remained in stalemate, last year’s Republican committee chairs kept hold of the gavels and new senators had no spots on committees. That left Republicans in charge of whether or when to advance Biden’s Cabinet nominees, even though Democrats held the majority.

The new agreement hands committee reins to Democrats, allocates committee seats and budgets equally between the parties, and empowers Democrats to advance measures to the floor, even if they deadlock in committee.

What’s interesting is at the start of Obama’s 2nd term, he mentioned he was gonna sign executive orders cuz Congress wasn’t doing anything.

Everybody went on a warpath against him saying he had no authority to do it and mofos threatened him with impeachment.

Then Shit For Brains comes in and goes on a Executive Order signing spree reversing everything Obama did. And nobody said a word.

Now Biden gets in there and nobody is saying jack shit cuz they know they gonna be put on blast...and Biden is waiting for somebody to open their mouth and say something.

Listening to the news and Biden plans to wrap up Executive Orders next week. He then is gonna proceed in putting his foot up Congress’ rear end to get some legislation passed before the 2022 Midterms.

Biden knows Congress and Washington, he knows the game and not gonna play the “Good Guy Obama”. He gonna put Moscow Mitch in check if Schumer doesn’t.

That’s when the fun is gonna start!
