Well the motivation is that the winner of the group possibly wouldn't have to face Argentina.
I hate to say this but I think you are wrong. They had to take this risk because so far everything has gone right and if this tournament is a success meaning no major crime, tourism will boom for this country. Plus this also opens the door for the Olympics coming to South Africa. I won't be surprised if they get the 2020 Olympics. I will be the first to say this World Cup is all of Africa's coming out party for greater things to come.
