I personally would of threw some SRT's on it or some Monoblock HRE's but those would of cost you a lot more.

I'm not gonna front like I know much about the power or capacity of a Charger with either engine. But the logic regarding the (in)practicability of 22s seems to revolve around the increased weight of the rims. So a question to those that know; what the weight difference between the stock rims to 22s? I'll overestimate at 25lbs per rim which is a total 100 lbs. So is he supposed to ride w/o passengers or risk ruining the transmission?

The added weight of the rims is no where near significant enough to apply extra wear on the transmission, the real worries would be up-sprung mass(doesn't matter too much unless you race), overworking power steering & wearing out suspension components quicker(ie. control arm/balljoint bushings, etc). Those are some issue I have run into in the years of experience modding my cars.

you shouldn't have any problem running whatever rim you want with twin turbo you should have enough torque to spin em. As far as painting -- unless you're going to have your stock rims professionally stripped, painted and clear coated(or you can go powder coated) I wouldn't bother with the painting method because they're going to chip in no time if you don't know how to prep them correctly.
