Computer scientists urge Clinton campaign
to challenge election results



(CNN) -- Hillary Clinton's campaign is being urged by a number of top computer scientists to call for a recount of vote totals in Wisconsin, Michigan and Pennsylvania, according to a source with knowledge of the request.

The computer scientists believe they have found evidence that vote totals in the three states could have been manipulated or hacked and presented their findings to top Clinton aides on a call last Thursday.

The scientists, among them J. Alex Halderman, the director of the University of Michigan Center for Computer Security and Society, told the Clinton campaign they believe there is a questionable trend of Clinton performing worse in counties that relied on electronic voting machines compared to paper ballots and optical scanners, according to the source.

The group informed John Podesta, Clinton's campaign chairman, and Marc Elias, the campaign's general counsel, that Clinton received 7% fewer votes in counties that relied on electronic voting machines, which the group said could have been hacked.

Their group told Podesta and Elias that while they had not found any evidence of hacking, the pattern needs to be looked at by an independent review.

Neither Halderman nor John Bonifaz, an attorney also pressing the case, responded to requests for comment on Tuesday evening. Their urging was first reported by New York magazine.

A message left with President-elect Donald Trump's transition team also was not immediately returned.

There were widespread concerns about hacking ahead of this month's election, including the Obama administration accusing Russia of attempting to breach voter registration data. But election officials and cybersecurity experts said earlier this month that it is virtually impossible for Russia to influence the election outcome.

A former Clinton aide declined to respond to questions about whether they will request an audit based on the findings.

Additionally, at least three electors have pledged to not vote for Trump and to seek a "reasonable Republican alternative for president through Electoral College," according to a statement Wednesday from a group called the Hamilton Electors, which represents them.

"The Founding Fathers created the Electoral College as the last line of defense," one elector, Michael Baca, said in a statement, "and I think we must do all that we can to ensure that we have a reasonable Republican candidate who shares our American values."

The group, which includes voting-rights attorney John Bonifaz and J. Alex Halderman, the director of the University of Michigan Center for Computer Security and Society, believes they’ve found persuasive evidence that results in Wisconsin, Michigan, and Pennsylvania may have been manipulated or hacked. The group is so far not speaking on the record about their findings and is focused on lobbying the Clinton team in private.

Last Thursday, the activists held a conference call with Clinton campaign chairman John Podesta and campaign general counsel Marc Elias to make their case, according to a source briefed on the call. The academics presented findings showing that in Wisconsin, Clinton received 7 percent fewer votes in counties that relied on electronic-voting machines compared with counties that used optical scanners and paper ballots. Based on this statistical analysis, Clinton may have been denied as many as 30,000 votes; she lost Wisconsin by 27,000. While it’s important to note the group has not found proof of hacking or manipulation, they are arguing to the campaign that the suspicious pattern merits an independent review — especially in light of the fact that the Obama White House has accused the Russian government of hacking the Democratic National Committee.

According to current tallies, Trump has won 290 Electoral College votes to Clinton’s 232, with Michigan’s 16 votes not apportioned because the race there is still too close to call.

It would take overturning the results in both Wisconsin (10 Electoral College votes) and Pennsylvania (20 votes), in addition to winning Michigan’s 16, for Clinton to win the Electoral College.

There is also the complicating factor of “faithless electors,” or members of the Electoral College who do not vote according to the popular vote in their states. At least six electoral voters have said they would not vote for Trump, despite the fact that he won their states.


Running out of Time
The Clinton camp is running out of time to challenge the election. According to one of the activists, the deadline in Wisconsin to file for a recount is Friday; in Pennsylvania, it’s Monday; and Michigan is next Wednesday. Whether Clinton will call for a recount remains unclear.

The academics so far have only a circumstantial case that would require not just a recount but a forensic audit of voting machines. Also complicating matters, a senior Clinton adviser said, is that the White House, focused on a smooth transfer of power, does not want Clinton to challenge the election result. Clinton communications director Jennifer Palmieri did not respond to a request for comment. But some Clinton allies are intent on pushing the issue. This afternoon, Huma Abedin’s sister Heba
encouraged her Facebook followers to lobby the Justice Department to audit the 2016 vote. “Call the DOJ…and tell them you want the votes audited,” she wrote. “Even if it’s busy, keep calling.”

  • NEW YORK — A group of election lawyers and data experts has asked Hillary Clinton's campaign to call for a recount of the vote totals in three battleground states — Wisconsin, Michigan and Pennsylvania — to ensure that a cyberattack was not committed to manipulate the totals.

  • There is no evidence that the results were hacked or that electronic voting machines were compromised. The Clinton campaign on Wednesday did not respond to a request for comment as to whether it would petition for a recount before the three states' fast-approaching deadlines to ask for one.

  • But Halderman, in an article posted on Medium on Wednesday, stressed that the group has no evidence of a cyberattack or voting irregularities. He urged that a recount be ordered just to eliminate the possibility.

  • "The only way to know whether a cyberattack changed the result is to closely examine the available physical evidence — paper ballots and voting equipment in critical states like Wisconsin, Michigan and Pennsylvania," Halderman wrote.

Green Party presidential candidate Jill Stein on Wednesday called for a recount in three key states — Wisconsin, Michigan, and Pennsylvania — and appeared to quickly raise more than the $2.2 million her campaign said was needed to pay for the recounts.

“After a divisive and painful presidential race, in which foreign agents hacked into party databases, private email servers, and voter databases in certain states, many Americans are wondering if our election results are reliable,” Stein said in a statement on her campaign website.

“That’s why the unexpected results of the election and reported anomalies need to be investigated before the 2016 presidential election is certified.
We deserve elections we can trust.”

Stein’s campaign said on the fundraising website that their push for recounts were “not intended to help Hillary Clinton.”


“These recounts are part of an election integrity movement to attempt to shine a light on just how untrustworthy the U.S. election system is,” the website said.

The pink counties predominately use optical scan paper ballots, which can be examined to confirm that the computer voting machines produced an accurate count.
The blue counties use paperless voting systems, which require forensic analysis.

The only way to know whether a cyberattack changed the result is to closely examine the available physical evidence — paper ballots and voting equipment in critical states like Wisconsin, Michigan, and Pennsylvania. Unfortunately, nobody is ever going to examine that evidence unless candidates in those states act now, in the next several days, to petition for recounts.

"Over the last few days, officials in the Clinton campaign have received hundreds of messages, emails, and calls urging us to do something, anything, to investigate claims that the election results were hacked and altered in a way to disadvantage Secretary Clinton. The concerns have arisen, in particular, with respect to Michigan, Wisconsin and Pennsylvania — three states that together proved decisive in this presidential election and where the combined margin of victory for Donald Trump was merely 107,000 votes.

It should go without saying that we take these concerns extremely seriously. We certainly understand the heartbreak felt by so many who worked so hard to elect Hillary Clinton, and it is a fundamental principle of our democracy to ensure that every vote is properly counted.

Moreover, this election cycle was unique in the degree of foreign interference witnessed throughout the campaign: the U.S. government concluded that Russian state actors were behind the hacks of the Democratic National Committee and the personal email accounts of Hillary for America campaign officials, and just yesterday, the Washington Post reported that the Russian government was behind much of the “fake news” propaganda that circulated online in the closing weeks of the election.

For all these reasons, we have quietly taken a number of steps in the last two weeks to rule in or out any possibility of outside interference in the vote tally in these critical battleground states.
First, since the day after the election we have had lawyers and data scientists and analysts combing over the results to spot anomalies that would suggest a hacked result. These have included analysts both from within the campaign and outside, with backgrounds in politics, technology and academia.

Second, we have had numerous meetings and calls with various outside experts to hear their concerns and to discuss and review their data and findings. As a part of this, we have also shared out data and findings with them. Most of those discussions have remained private, while at least one has unfortunately been the subject of leaks.

Third, we have attempted to systematically catalogue and investigate every theory that has been presented to us within our ability to do so.

Fourth, we have examined the laws and practices as they pertain to recounts, contests and audits.

Fifth, and most importantly, we have monitored and staffed the post-election canvasses — where voting machine tapes are compared to poll-books, provisional ballots are resolved, and all of the math is double checked from election night. During that process, we have seen Secretary Clinton’s vote total grow, so that, today, her national popular vote lead now exceeds more than 2 million votes.

In the coming days, we will continue to perform our due diligence and actively follow all further activities that are to occur prior to the certification of any election results. For instance, Wisconsin and Pennsylvania conduct post-election audits using a sampling of precincts. Michigan and many other states still do not. This is unfortunate; it is our strong belief that, in addition to an election canvass, every state should do this basic audit to ensure accuracy and public confidence in the election.

Beyond the post-election audit, Green Party candidate Jill Stein announced Friday that she will exercise her right as a candidate to pursue a recount in the state of Wisconsin. She has indicated plans to also seek recounts in Pennsylvania and Michigan.

Because we had not uncovered any actionable evidence of hacking or outside attempts to alter the voting technology, we had not planned to exercise this option ourselves, but now that a recount has been initiated in Wisconsin, we intend to participate in order to ensure the process proceeds in a manner that is fair to all sides. If Jill Stein follows through as she has promised and pursues recounts in Pennsylvania and Michigan, we will take the same approach in those states as well. We do so fully aware that the number of votes separating Donald Trump and Hillary Clinton in the closest of these states — Michigan — well exceeds the largest margin ever overcome in a recount. But regardless of the potential to change the outcome in any of the states, we feel it is important, on principle, to ensure our campaign is legally represented in any court proceedings and represented on the ground in order to monitor the recount process itself.

The campaign is grateful to all those who have expended time and effort to investigate various claims of abnormalities and irregularities. While that effort has not, in our view, resulted in evidence of manipulation of results, now that a recount is underway, we believe we have an obligation to the more than 64 million Americans who cast ballots for Hillary Clinton to participate in ongoing proceedings to ensure that an accurate vote count will be reported."

Hillary Clinton Explains Why She Really Lost to Trump

Almost four months after her stunning defeat, Hillary Clinton on Thursday primarily blamed her loss to President Donald Trump on four factors that were beyond her control.

The former Democratic presidential candidate cited Russian meddling in the election, FBI Director James Comey's involvement toward the end of the race, WikiLeaks' theft of emails from her campaign chairman, and misogyny.





Clinton's comments came during her first post-election interview at Tina Brown's eighth annual Women in the World Summit in New York City. She was questioned by Nicholas Kristof of The New York Times.

She largely cited these factors for her defeat:

- Russia. "A foreign power meddled with our election," she said, labeling it "an act of aggression." She called for an independent, bipartisan investigation into the Kremlin's involvement and said the probe should examine whether there was collusion with the Trump campaign.

- Misogyny. "Certainly, misogyny played a role. That has to be admitted," she said. Clinton added that "some people — women included — had real problems" with the idea of a woman president.

- Comey. Clinton cited as damaging to her campaign his unusual decision to release of a letter on October 28, less than two weeks before Election Day, that said he was looking at additional emails related to the FBI probe of the former secretary of state's use of a private server.

- WikiLeaks. Weeks of disclosures of stolen emails from the personal account of then-Clinton campaign chairman John Podesta, were particularly harmful, Clinton said, adding that it "played a much bigger role than I think many people yet understand."

She said the combination of Comey's actions and the WikiLeaks' revelations "had the determinative effect."

About her own role, she said, "There were things I could have done better."

While Clinton said there were "lots of contributing factors" to her failure to secure the nation's highest office, she called Russia's interference the "weaponization of information."

"I didn't fully understand how impactful that was and so it created doubts in people," Clinton said. "But then the Comey letter coming as it did — just 10 days before the election — really raised questions in a lot of people."

Two days before the election, Comey announced that none of the emails would lead to criminal charges — leaving in place the FBI's determination from July. Officials told NBC News that nearly all of the emails were duplicates of emails that had been examined already.

Kristof also asked Clinton about Trump.

"I don't understand the commitment to hurt so many people that this administration, this White House, seems to be pursuing," Clinton said, pointing to the immigration ban, the slashing of U.S. funding for the UN Population Fund, and the failed health care bill.

"What they did or tried to do on the health care bill, which I will confess to this — having listened to them talking about repeal and replace for 8 years, or 7 years now, and they had not a clue what that meant," she said. "They had no idea. I don't know that any of them had ever even read the bill."

Clinton, who is writing a book that she said would examine her defeat last year, said she doubted she would ever seek public office again.

"Devastating," was how she described her loss.

Report: DOJ inquiry into Hillary Clinton wrapping up after finding nothing

A fruitless two-year inquiry into Hillary Clinton's time as secretary of state and the Clinton Foundation is winding down, current and former law enforcement officials tell The Washington Post.

The officials said they never expected anything to come out of the probe.

After President Trump and his conservative allies complained that the FBI did not properly investigate allegations of corruption leveled against Clinton, then-Attorney General Jeff Sessions asked U.S. Attorney John Huber to review the accusations in November 2017.

One of the allegations was that while Clinton was secretary of state, people made donations to the Clinton Foundation in order to get favors from the State Department.

Huber looked over documents and spoke with law enforcement officials, but never found anything worth pursuing, the Post reports.
