Yes and no.
First off you need a TANK to do this.
Next, you don't just run them over. Sit the tank directly on them. Line once they're on the ground Park the tank directly on top of them and don't move it. They won't be able to get up and they will eventually die and spawn elsewhere. When they do that shoot another tank round at them then drive the tank and park it on top of them again.
You do this a few times along with the cheater letter and they will leave.

If I was R* here is what I would do.
1. Shut online down for a week period. Fix this broken ass game.
2. Every week shut the servers down for a 12 hour period for maintenance and quality control.
3. Put a ceiling on wealth. What I mean is that I would start with a 5 million dollar ceiling and eventually raise it to 10 million when purhases of over 5 million can be made available. Examples of over 5 million dollar purchases: A palatial estate with 30 car garage, a helipad that will either have a boating dock or a private runway depending on location and preference. A plantation/farm property with space for 30 cars, a helipad and complete with choice of a boating dock or runway. The ability to buy and customize a jet plane with your logo and color scheme. These items should be priced between 6-9 million in price. With a money ceiling you will be forced to play and grind.
4. Related to point three; the use of a tax system. You pay like 10% in taxes like every 360 minutes of in game time. With a money ceiling in place this would make people work.
5. Put a ceiling on rank. If you have reached lvl 120 or over already you should be scaled back or frozen at 120 until new rank up ceilings and rewards are given. Examples: At lvl 140 you can hold dual pistols, micro SMG's and shotguns, then at lvl 160 you can get the juggernaut suit, at lvl 180 you buy the fighter jet I mentioned in point three, and at lvl 200 you can own up to two properties. Then rank ceilings can be added on an incremental basis. Lvl 200 should be the ceiling online.

Only thing I don't like is the capping of money/level.
If you're doing it the right way grinding playing missions running races evading the cops hitting armored trucks etc then nah don't limit my earning.
And that idea to add more incentive for leveling up..... If I could own a jet or dual wield smg I'd keep racing and doing missions to get there. But now I'm level 126 and it's like I got everything I want why keep playing these missions?
But the best suggestion and simplest I can make is a button prompt:
"Spyda705 is trying to share X amount of dollars with you. Do you wish to accept this money?
A = yes
B = no"
And a simple REPORT option. Fuck kicking them from the room I want to report their ass IMMEDIATELY. I can view their gamer card crew info vote to kick them from the room etc. But I can't notify R* of a cheater while they're in the act of doing it?

So chances are, Rockstar is putting in work patching all this DNS hack shit. The people hacking are the same people bitching about there being no heists. If Rockstar didn't have to worry about that shit, maybe they could focus on other shit. Now they gotta focus on niggas being hacked into Bad Sport lobbies.

I agree the capping of wealth and levels is harsh but at this point I don't see a better option for them. Capping and taxing would fix the in game economy. I would maybe be a little more generous and make 20 million the ceiling but that would be it. Money is ruining the game somewhat. Capping levels is even more harsh but it would give people something to look foward to if new icremental rewards are given. As of right now after lvl 120 there are no new weapons or skills unlocks so that is why it should be capped. Shit is beyond fucked up and something drastic needs to happen otherwise they are just going to work on GTA 6 and be like fuck the last generation.

The first time dude got me was from long range so I didn't know anything but this cat walked thru two stickies in an alley to get to me the 2nd time... The 3rd time he went thru a gang of cops to get to me when I had 4 stars and got me after jumping some walls to get to me. Caught dude with the shotgun and he didn't go down. The 4th time I hit him with the butt of a gun and this fool got back up after bout 6 shots from a shotgun then I left the session...

ya the god mode shit is all out of wack...I actually "killed" one yesterday...blew him up in his car and it gave me credit for the kill but when the police shot me dead immediately after blowing up his car he was right there beating me w/ a bat so he wasn't actually dead...I sent him a message but he wouldn't leave so I blew up his car again this time he didn't "die" tho and sent another message...still wouldn't leave...blew up his shit again but this time when the car blew up and he remained I hit him w/ another rpg...he didn't die but he kept flying...shit was funny...I did this about 10x more w/ him just flying all over the ls customs lot...eventually he was able to run into the mechanic's garage...a car was stuck in there so the door was open...I left after that

1. Keep the money you want in your bank.
2. The money you want to dump have your second character withdraw it as carry around money then delete that character. That is how I got rid of over 150 million.

You can report players using exploits in he online menu.
1.Pause the game then go to the online tab
2.Scroll down to players.
3.Click the player using a exploit.
4.Click report

Also as long as you didn't touch the DNS setting you should be fine. R* most likely will get the people with the billions of cash in their account.

maybe there's a limit...I just tried to dump 2 billion and it didn't work...I think once you've created and deleted a character you can't do it again...idk...not working for me anymore tho...maybe the most you can dump is a billon @ a time...just guessing @ this point
