My input (not that you asked but whatever we cool so I'll offer it anyway):
I don't think that's the way to go. Not to bash you or nothing like that but you're basically saying you want a team of sitting ducks IF you run up on the wrong crew/person.
With cars you have a few options, but it'll mainly be limited to cars without back windows or cars that have the lovers blinds on them. Anything else and the combat MG will take out that moving target easily. Tinted windows help some, but that advantage goes away because you break the windows out to shoot (very dumb..... Can't just let the windows down?. And Lord forbid you drive straight at someone because they'll roll (if they're any good) and introduce you to the assault shotty. Then when back on the map it's a race to your car and they already have a head start because they're right by it. They blow it up now you're on foot until you get another.
Now the pilot has a better chance but can too be nullified by a good sniper. Since the air vehicles lock on to police vehicles only you have to take a steep nose dive to line up a shot at a ground target. If your target is in a car it's a bit easier as the explosion near by could trigger the car to explode. But that nose dive leaves you open for that sniper to get you. And it can be done. I've picked off numerous chopper pilots, the combat MG will lock onto the choppers, and the mini gun will end that flight with the quickness especially if they focus the fire on the missile storage container of the buzzard. INSTANT explosion.
The jet is a little more difficult to take down but I've gotten 2 so far and I've seen lonewolf put down every jet that's popped up on our server.
I still think the idea of an ELITE, invite only, strict criteria, tight knit, tactical crew is a great idea. But I'd focus it more on SNIPER SKILLS and MAP KNOWLEDGE vs piloting and driving skill. On every block, anywhere in the city there's a sniper vantage point. One to cover for ground members and one to eliminate the sniper if you're the opposing crew. You need to know those vantage points quickly and off memory/location on the map. Me, I can drive anywhere in the city WITHOUT a waypoint. I look around, see where I am, and I'm on my way. Now I'm focusing on memorizing locations with ladders/roof access. I want to be able to find a sniper or see the angle from which the shot was fired and then say OKAY HE'S HERE SO I'M GOING HERE HERE OR HERE TO GET HIM. I think map knowledge is crucial to owning the streets.
