Read this. It's very clear to me now that he shut the investigation down. Look at the language. It's the second time he's very narrowly said "at no point did I overrule the Special Counsel on any proposed action."
That's extremely specific. There are lots of ways he could have obstructed or closed the investigation without "overruling the Special Counsel on any proposed action"

When he was asked about whether or not he shared the report did he say no or was that one of the questions he refused to answer?
