I think there is a serious issue with his Congressional testimony. Earlier this month, weeks after he received this letter from Mueller, Barr was asked had Mueller objected to his summary and Barr said "No. I didn't see anything like that".

mueller clearly says that the Public was mislead by Barr’s letter and that the report was prepared with suggested redactions to allow the report to be released immediately...

Explain...... He Had to present the report to the AG? and he was never going to say in his report that he believes that the President should be indicted for Obstruction...
In in normal presidency... He would have done exactly what he did. The AG would have said shit on tv. The report would have quietly given to Congress without fanfair.. Congress would have Bipartisan hearings and the President would be charged with Obstruction with a Trial before the Senate..
