Well the ending....
I’ve got some problems with this episode.
First off... How in the fuck is Slade Wilson able to walk into a hospital like it ain’t shit.
also they better quit with this ... Diggle and Dinah chemistry thing. Everytime they talk I want them 5 feet apart.
Then you have an island completely covered with explosives and the only person that really does in Oliver’s group was the mom. Hmmm
They have a huge cast and they could have used this to trim the fat.
But that ending....
It would carry more weight if they hadn’t already identified Oliver as the Arrow before.
But what I will say... The fucking fighting was legit in this episode.

Ok... I missed the Gotham city reference but to answer the question. The Arrowverse is the same universe as the Flash as we know. And in the crossover we see that supergirl exist in an alternate Universe. There is a Superman in her Universe. Everyone is surprised as hell at her powers so they have no Superman in their Universe. As you noted from what you saw Gotham city exist but there is no confirmation if Batman exist. There could be a Bruce Wayne with no Batman it's all open to the writing once they brought in the alternate universes.
