Just from context, it sounds like a certification you can get from the state(?) level. Probably a class or course that you go through, similar to police certification, but probably not as strict (or maybe more strict, actually, if you're going to be a guard).
Not my bag, but if I were a young ex-military or something like that, 3K a week could be a solid gig. At least until I learned the details, anyway. I'd probably have to bail before being part of that.
There is a a hell of a lot of illegal aliens in Hamtramck, Michigan.
Although muslims have now gained the majority (I am sure many of them are not legal either), there remains a great deal of WHITE ILLEGAL ALIENS from Ukraine, Poland, Russia, and just about any place in Eastern Europe you can name.
They are generally racist as hell and have very right wing attitudes.
I have not heard nor seen anything about any of them having been asked why they over stayed their visas, some for several years, let alone hearing about them being rounded up.

~28% in state and fed taxes (only)
~$8640 a mon before 401k and health benefits. Even if we take $1600 a mon for benefits, that’s still $7040.

Yeah, that’s what I was assuming. You can’t even enjoy what you make with likely zero benefits or regulations for the workers.
They’ll likely get folks that used to or is currently working for the prison system. Instead of the state, they’ll go to the private sector. And you Ron isn’t going to offer better benefits to keep his workers on the state payroll if he can pipe them to the private sector.
