It is adopted by the Federal Government for Government Jobs... Schools that are Federal Funded have adopted the Language within the form for their new hires, but they aren't using the same form nor do they require applications to fill it out. SF181 was modified to allow individuals to identify with multiple races. Like the Form even says you can Check as many as you like.
Like this isn't even the way that you could change your legal race status..... You could go to the Health Department where your Birth Certificate was issued and amend the race listed on your birth certificate.

Form SF-181 is geared towards identifying Racial groups from the US perspective. That's why they use the Terms... White, Black, Asian, Native American ...
I do agree that the biggest problem is that the Form limits the Ethnic group to only Hispanic or Latino. Luckily this has been corrected by the US government and will be expanded for the 2020 census. So there is a new form coming out that will look like this..
