Do you have any data that suggests this will work? Is this just a bandaid to cover up bigger issues? Will the people that truly need this receive the benefits? This policy goes though at what cost?
The simplest way to implement this is to go by The person’s income.

There is a little more tricky because banks are involved. Now if the Senate and Congress flip Democrat you may have a chance to get that relief but for now the only thing she could do is work with renters
