Donald Trump’s Transition Team, Or Lack Thereof, Is Causing Real Panic

The self-proclaimed government outsider is having trouble finding people to run the government.

WASHINGTON ― Donald Trump’s transition team is nearing a state of stasis, causing concern among both Democrats and Republicans in Washington that his White House will be woefully ill-prepared once he is inaugurated.

The primary cause, according to multiple sources, is the revamped leadership structure at Trump’s transition offices ― the demotion of New Jersey Gov. Chris Christie from the top post and his replacement with Vice President-elect Mike Pence.

On Tuesday morning, for example, the Obama administration alerted the press that it had not yet received a memorandum of understanding signed by Pence, which would legally allow the old and new administrations to begin discussions on how to hand off critical government functions. That document still hadn’t arrived by 4:30 p.m., and only later in the evening did a White House official confirm it had been received. The official noted that the language signed by Pence was identical to a memo signed by Christie, making the holdup all the more peculiar.

The disarray has left agencies virtually frozen, unable to communicate with the people tasked with replacing them and their staff. Trump transition team officials were a no-show at the Pentagon, the Washington Examiner reported. Same goes for the Department of Energy, responsible for keeping the nation’s nuclear weapons safe, where officials had expected members of the Trump transition team on Monday. Ditto for the Department of Transportation. Over at the Justice Department, officials also are still waiting to hear from the Trump team.

“The Department began planning for this transition well before the election and we are fully prepared to assist the incoming transition team,” Justice Department spokesman Wyn Hornbuckle said in a statement. “As the President has said, we are committed to a smooth and successful transition, including the seamless continuation of the department’s essential law enforcement and national security functions which are performed each and every day by its career staff.”

The transition dysfunction extends beyond failure to promptly execute a memorandum of understanding. According to several sources close to the Trump transition team and inside the Obama administration, the president elect and his staff have had difficulty finding able-minded Republicans willing to take on critical posts. One Democratic source, who like others would only discuss sensitive talks on condition of anonymity, said transition officials had been informally asking Obama political appointees to recommend Republicans to take over their jobs.

Other administration officials said conversations had not gotten to that point of desperation quite yet. But they acknowledged the pace of getting people in line for critical posts was moving painfully slowly.

The problem is twofold: Trump and his staff are not creatures of the establishment and are naturally skeptical of those who are. At the same time, many Republican lawyers and government officials who would have jumped at the opportunity to work in a GOP administration are balking at employment under Trump and his cabinet picks.

According to one Trump insider, this is particularly true for potential national security and intelligence officials.

“One issue is [Retired Lt. Gen.] Michael Flynn,” said the insider. Flynn, vice chair of the Trump transition, is reportedly in line for a top national security post in the new administration. “It’s a major problem. No one wants to work for him or around him because of the time he was running the DIA,” or Defense Intelligence Agency.

Eliot Cohen, a longtime neoconservative voice, tweeted a window into the disorder, recounting his talks with transition officials.



The internal rivalries inside Trump’s transition have not helped matters. The promotion of Republican National Committee Chairman Reince Priebus as White House chief of staff was supposed to set the tone for the rest of the administration. But it came with Breitbart CEO Steve Bannon as chief strategist, a move that delighted the ardent, anti-establishment wing of the party, but has given others pause because of his history peddling anti-Semitism and white nationalism.

Priebus, according to sources, is also skittish on the possibility of former Trump campaign manager Corey Lewandowski replacing him at the RNC, worried that he may undo a lot of the work from the past six years.

Perhaps nothing illustrates the warring fiefdoms roiling the Trump transition effort better than the demotion of Christie. According to the Trump insider, the president elect and his team soured on Christie after he “abandoned Trump,” refusing to do media appearances after videotape of Trump bragging about sexual assault surfaced and skipping surrogate duties during the presidential debates.

When Christie’s top aides were indicted in the Bridgegate scandal, Trump decided to cut him loose, along with the officials he had brought along to help with the transition. One of those officials, former Rep. Mike Rogers (R-Mich.), left the transition team on Monday morning.

Defense Secretary Ash Carter is traveling, but he directed his chief of staff to stay home so he could be at the Pentagon in case anyone from Team Trump shows up.

But so far, the phone hasn't rung.

"As of this moment, there's not been any contact from the president-elect's transition team," said Capt. Jeff Davis, a Pentagon spokesman. "We stand ready to assist the president-elect's transition team with a smooth and orderly transition in the interest of national security and for our country."

Carter said Monday he's not worried about the no-shows.

"I don't know when they'll come. That's entirely up to them," Carter said. "They'll arrive when they're ready to arrive. But we'll be ready for them when they do."

Speaking to reporters traveling with him to California, Carter said handling a change of command is something the U.S. military does a lot and is good at.

"There's a fairly well-understood template. But the mission on our side is very clear ... We'll try to help them to get all the information and the perspective that will help them to hit the ground running. That's our objective."

CNN)Donald Trump's son-in-law and close adviser Jared Kushner is at the center of the "infighting" inside President-elect Donald Trump's transition team, multiple sources tell CNN.

But a high-ranking Trump insider dismisses reports of infighting, saying the transition team is working collaboratively and efficiently.

Former Congressman Mike Rogers said Tuesday he parted ways with Trump's transition team, removing an establishment national security voice from the planning process of the next president's cabinet.
Rogers was told Monday on the phone that he was out, according to a source familiar with the transition. The source said this was part of an effort to replace the transition team members associated with New Jersey Governor Chris Christie, who previously headed up the transition team's efforts until being replaced by Vice President-elect Mike Pence.
"Sometimes in politics ... there are people who are in and people who are out. And the people who have been asked to move on have some relationship with Chris Christie," Rogers told CNN's Anderson Cooper Tuesday night.
"And so there's a whole series of about five of them that fit that criteria that were asked to leave in the last few days. And you know what? That's absolutely the campaign's prerogative. I hope they all stay engaged," he added.
Kushner has been rubbing allies the wrong way in his recent efforts to purge the transition team of Christie associates, sources say.
Kushner's father was prosecuted by then-US Attorney Christie in 2004 for tax evasion, witness tampering and illegal campaign contributions.
Rogers, who had been working on the transition team for months under Christie, was sidelined as the campaign and transitions merged into one presidential team, with members of Trump's inner circle that were with him through the campaign taking more prominent roles in the transition, according to one source familiar with the transition activity.
But another source, a longtime Christie associate, cautioned that there was no "purge" of Christie staff, the team that began the transition months ago, and that such a characterization is "overblown." While some Christie staff have left, others are continuing on with the transition team.
The high-ranking Trump insider said the so-called "purge" focused only on lobbyists.
The Christie associate said it makes sense that Pence would want some of his own people involved now that he is running the effort.
"I think there is some confusion going on about a chain of command coming out of New York. Hopefully they'll get that settled pretty soon. I think they're going to need to do it because as this clock ticks, all of these decisions become more important," Rogers told Cooper.
Earlier Tuesday, Rogers positively described his time period working with the transition team as a "privilege," in a statement to reporters, and said he was handing off his responsibilities as a national security adviser to the transition organization to Pence and "the stellar new leadership team."
"I look forward to continuing to provide advice and counsel as needed to the incoming Trump administration as they work to make America great again," Rogers said in the statement.
Speaking to CNN's Jim Sciutto on "The Lead," Rogers said later Tuesday that he felt the transition team was "going in a different direction," though he noted some confusion on the team.
"Is there a little confusion in New York? I think there is. I think this is growing pains," Rogers said.
The news of Rogers' departure was first reported by Bloomberg.
Rogers' participation in the transition team was seen as a heartening sign for traditional GOP national security advisers.
Sources tied to the transition team talking to CNN described the organization's internal disagreements -- mainly divided along the lines of establishment Republican operatives against more non-traditional influences on national security issues -- as a "knife fight" on Monday.

Amid the churn in Trump's transition team the Obama White House Tuesday night said it's moving forward with a broader sharing of information.
"We received the MOU signed by Vice President-elect Pence this evening," said Brandi Hoffine, a White House spokesperson. "The next step is for the President-elect's transition team to provide us with the names of the individuals they have authorized to represent their transition effort across the government. Once we have received those names and related materials, those individuals will be able to receive the briefing materials we have prepared and begin to communicate with their Obama administration agency counterparts as we continue our work to facilitate the transition to the next administration."

They are just totally incompetent and have no clue how government works and is not willing to do the on the job training.
