No No No. This isn't the movies. You shoot the tires and one of the bullets ricochet hitting an innocent bystander now you have a riot on the streets. Most cops aren't sharp shooters and barely train. Many of them do just enough training to keep their badge
Situations like that are no wins for cops but I think they would've been more than justified to shoot at him directly to take him down before he got a chance to hurt other people. The cop who ran up on the driver's side window probably had the best chance to take him down with minimal risk to innocent bystanders. If he fired through the glass when he was right there, he might have been able to take him down. Aiming anywhere else from a further distance would just increase the risk to bystanders

Also let's say one of the cops is actually foolish enough to shoot at the tires. Do you know how long it would take for the tires to go flat? Plus the guy obviously didn't give a fuck about his car or anyone else's car for that matter. You don't think he wouldn't try to peel off on flat tires as well?

Folks would've been losing their minds. And like someone else said, with all the innocent bystanders around. Tough position to be in on what action to take.

The cops wouldn't have the green light to shoot unless the driver was trying to run one of them over. I guess no one felt like playing matador.
