Cosign above. It was O-Dog. A few scenes before in Michael's new apartment, Marlo makes it clear that Michael's first assignment should NOT be to kill someone he knows, i.e Bodie. Also, the DVD commentary featured David Simon addressing the question, and saying that O-Dog did it.

"take a job offer at home depot" (and plan your next move while on the inside of the opposition)

True, however Avon was getting strapped up with the crew to look for Marlo, he was taking bullets, breaking bread with the crew, meaning he was hit man, soldier and boss, where as Marlo mainly delegates. He is ripe for a takeover from a subordinate.
