There is no rules about fighting in the streets.
There are only rules in fighting when there is a commission, a contract, a ring and a referee.

The title of this thread and the news report tells me this woman is the mother of two.
The new report glossed over the part about her being a fighter and the first aggressor which led to her being put down.
She got what she got - because she did what she did.
