Here is how I would handle it, anybody that does not want to take the vaccine shot, the government will replace 100% of their salary to do nothing. All they have to show is that a person has had a long standing beliefs against all vaccines. If you take yearly flu shots, yet refuse the covid vaccine, you would be ineligible.
They would also become a protected class for employment if it is deemed they can return to work and Covid-19 no longer poses a danger.
You impose a tax on the population and companies to pay for this program. You pit two population groups against each other and the government no longer has to get involved in forcing shots or taking somebody livelihood away.

This is something that has happened in the U.S. when they pass trade laws giving extended unemployment and paid training when somebody loses their job. These politicians back in the day were eager to sign trade deals to wipe out jobs and passed this law to avoid a trucker protest. Rolling up on somebody vaccine mandating or risk losing your job may be harsh without compensating that person. President Biden could have implemented similar measures to compensate for income loss and retraining into another profession.

This type of protest would be tolerated in the U.S. and the government would acquiesce to their demands for votes. It would be much more violent, with any carnage being covered up as a person being mentally ill.
