I have a feeling that's what he's tryin to do as well, esp. when he was emphasizing the need for 'rules' in front of carl, and trying to play off burning off half the man's face as something that 'needed' to be done, as opposed to something that he enjoyed doing.

Hopefully carl's not weak enough to fall for his bs, and plays along just long enough get at him when his guard's low
