A former Watauga County elementary school teacher has been charged with sexual misconduct with students over a pair of two-year periods, according to the sheriff’s office and the Watauga County Schools.

Amy Tilley Bower, 45, who taught full-time in the Watauga Schools for about 15 years, was charged with two counts of sexual activity with a student and two counts of indecent liberties with a child.

Watauga Schools Superintendent David Fonseca said Bower resigned Aug. 19 as a fifth-grade teacher at Cove Creek Elementary School. That was a day before the school system learned of the investigation into Bower’s activities, Fonseca said.

The sheriff’s office says it was contacted several weeks ago with allegations about Bower and students. The alleged sexual activities took place between 1998 and 2000 and again between 2004 and 2006, according to investigators.

According to the Watauga County Schools, Bower taught at Bethel Elementary School during the time of the first allegations, and then at Mabel Elementary during the second period.

Fonseca said Bower worked with the school system as a substitute teacher during the 1996-97 academic year, then taught full-time at Bethel Elementary until 2002. She worked at Mabel Elementary from 2004 to 2009, then moved to Cove Creek Elementary for the 2010-11 academic year.

“If the allegations are true, the behavior violated the trust of students, the ethics of the teaching profession, our school system polices, and the law,” Fonseca said. “We take such possible misconduct very seriously.”

Fonseca said he understands parents are concerned, but he added that “the charges in this case involve the alleged behavior of one individual. We hope the alleged misconduct of this one individual will not be allowed to tarnish the outstanding work of our personnel in the classroom and throughout our school system.”

Bower is freed under $50,000 bond and has a first court appearance scheduled for Sept. 17.

DRAPER, Utah (AP) — A day before a Utah police officer was killed, a man suspected of the shooting was looking for money, showing off weapons and behaving strangely, the sister of another victim said.

"He got out of the car and he was hyper, showing me a gun that has a laser and a machete and knives," Vicki King said late Tuesday about Timothy Walker.

Police believe Walker killed Draper police Sgt. Derek Johnson as he sat in his patrol car early Sunday after stopping to investigate a Volvo parked oddly along a road.

Walker, 35, is also accused of shooting his girlfriend Traci Vaillancourt in the back before turning the gun on himself.

Both remained in critical condition at Intermountain Medical Center as police waited to interview them about the shootings and a possible motive.

King, who is Vaillancourt's sister, told KSL-TV that Walker was "bad news," and had showed off the weapons on Saturday. Walker and Vaillancourt were homeless and needed money, but King said she only had $4.50 to offer. The couple had been living in motels for years and recently camped in the Volvo, she said.

King described her 34-year-old sister as a one-time model with a rare blood disorder that disfigured her face and left her addicted to painkillers and dependent on Walker.

"For years I have kept them away from my children," King told The Salt Lake Tribune. "They chose a different path."

They had a daughter five years ago who has lived most of her life with Walker's mother, court records show. The grandmother took permanent custody of the child on July 31 after her parents took no legal action.

Vaillancourt suffered a series of strokes after birth that left her impaired, King said.

"We tried and tried and tried to help her," King told the newspaper. "But you can't help someone who won't help themself."

Court records show that Walker owes $42,481 to an ex-wife for support of another child, with no payments made since 2004. Vaillancourt was charged with retail theft on Aug. 20 and has a criminal record littered with traffic violations and debt, records show.

Investigators don't have a motive for the shooting of Johnson, 32, who became a full-time officer in Draper in 2004 and was promoted to sergeant in 2012.

DALLAS (CBSDFW.COM) – Police in Dallas are investigating a shooting that injured an 8-year-old boy. The violent incident happened around 7:00 p.m. Tuesday night at the La Bella Palms apartment complex, located in the 9400 block of Royal Lane, near Abrams.

The child — identified by family members as Donald Maiden Jr. — was shot in the face around his jaw and taken to Children’s Medical Center in Dallas. CBS 11 News has learned that he is now out of surgery and in critical but stable condition. He is expected to survive his injuries.

Witnesses pointed authorities to a pickup truck that was parked nearby. Officers arrested 46-year-old Brian Cloninger in connection to the shooting. He has been charged with injury to a child, and sits behind bars with a $2.2 million bond.



Maiden’s grandmother said that the boy was outside playing with other children when he ran inside to get some toys. The child was shot as he went back outside. “He hit the ground when the guy shot him,” said grandmother Sharon Locklin. “Then, he got up and ran to the house and asked his mom for water, and his mom saw all the blood coming out.” :( :(

Residents said that they do not know what may have led to such unexpected violence. “I’m coming to pick up my son from work and I come back to this. What is going on? They say a kid mouth was shot off,” said startled neighbor Mae Anderson. “I’m like, who would do this? What bad stuff could he have done for someone to do that to him.”

Officials are interviewing witnesses to try and determine a possible motive for the shooting. Maiden’s family members said that the suspect had pointed a gun at the apartment complex maintenance man earlier on Tuesday.

Maiden is a third-grade student at Merriman Park Elementary School. Family members said that the celebrated his birthday on Sunday.

Detectives had previously reported that another child was arrested for this incident, but that no longer appears to be the case.​

The 61-year-old onetime “Women’s Wear Daily” journo sexually brutalized a co-worker he’d grown obsessed with. He set a fire outside the victim’s Chelsea apartment on Halloween night in 2005, and gained access to her home by posing as a responding fireman.

His lawyers contended he suffered from depression and claimed he attempted suicide in late 2004 — when he worked for W magazine — by carving into his own chest with a knife. However, he told police Larkworthy had attacked him.

“He was incredibly charming,” Larkworthy — who died of cancer earlier this month — testified in court at his 2007 trial. “He was incredibly intelligent. And flirtatious. And very intriguing. And very funny. I loved him.”

Braunstein was convicted of kidnapping, sexual abuse, robbery and burglary on May 23, 2007.

Notorious sex fiend Peter Braunstein made it easy for New York’s Parole Board to deny his first chance at freedom last week.

The former fashion magazine writer-turned-sexual torturer refused to sit for his Aug. 19 hearing with the panel, which took place without him.

The 16-member panel read a letter from Manhattan District Attorney Alvin Bragg’s office prior to deliberating. The letter urged them to keep the 61-year-old former Women’s Wear Daily journo locked up inside the Wende Correctional Facility, outside Buffalo.

“He has shown himself to be a determined, angry, and vengeful man,” reads the July 25 letter, composed by senior council Maxine Rosenthal. “Time and again, he has demonstrated that he is a danger to society, and he has clearly and repeatedly stated that should he be released from prison, he will continue to be a danger to society.”


Rosenthal, who was part of the team that prosecuted Braunstein, said the notorious sex predator has never shown remorse for his actions, either in court or media interviews. She referenced a 2009 letter, in which Braunstein wrote, “I regret the choice of victim, but not the crime itself.”
