I was the clerk for Top Secret/Secret publication on my last ship, two people have to sign for anything leaving the safe that included the CO if he wanted anything. There has to be paperwork some where with someone's name on it, and if someone signed it out for 45 they are also on the hook since it wasn't returned. For those who don't know all material of any classification is stored in a vault at the WH and has to be signed out and returned it doesn't just sit on someone's desk. This fool had boxes of material and knowing him were moved on a U-Haul truck when he left the WH.

Judges affiliations are not told so they are measured. You ever heard of the Judicial Common Space (JCS) score? that's how they measure affiliation. Merrick favored Democrats.
