I dont know if the Phoenix is the most powerful or not. But if all the cosmic powers (Beyonder, Galactus, Celestials, Eternity, etc) fought it out I doubt the Phoenix would come out on top. Not sure who would though...probably a skilled manipulator and stratatician like Thanos maybe?

note: im leaving out the Living Tribunal, the most powerful by far in the Marvel universe. He owned Thanos even with the guantlet

Think about it like this in Infinity Gauntlet Thanos took out most of the cosmic entities, including Eternity. Theoretically, they both had the same power(Omnipotence), but the Infinity Gauntlet is above those Cosmic entities on the Cosmic scale.

Galactus drained a "sleeping" Celestial. From what I've read its pretty clear Galactus is roughly equal to a Celestial in power. Some Celestial are more powerful than others however.

During an encounter with Galactus the Devourer of Worlds, Rachel Summers— at the time completely overtaken by the Phoenix Force— battled Galactus in an effort to save a planet he was preparing to devour.[3] The Phoenix Force disrupted Galactus' feeding process and thus was able to eventually defeat the depleted world devourer in battle.
