It does work like that. The BOP FY 2025 budget has not been approved yet. It will be approved by the entering administration. All government agencies read the tea leaves to predict how their budget will be impacted for the coming year. They make decisions based on those predictions. If they know next year their will be major cuts in the budget they have to make adjustments this year or the impact will be worse.
The last trump was in office he immediatley called for a BOP hiring freeze and fired 6K BOP workers. His plan is to get rid of federal prisons and make all prisons private. They know they will not get what they asked for so they are trying to limit the impact this will have on staff safety.

After thirteen years my brother is "home" at the halfway house. He got a job working at a dining hall/event center thanks to his boy who's the manager at said hall. His adjustment after being incarcerated has been fine but he has some very noticeable idiosyncracies and has trouble focusing on things and topics. He mind is running at a mile a minute and it gets a little crazy talking to him, especially when I picked him up to take him shopping for clothes and toiletries but I'm giving him as much grace as he needs.
Little brother could be home home as early as July on home confinement.
