you get the license from whatever city you are setting up in. for example

10,000 to be able to setup in the city
3500.00 a month to be in business
50.00 a month for every computer you have on the premises.

cleveland is a different story. they still won't condone having one so in that case i'm open as of course "maxxx electronics" computer/game repair, with games on site. as long as you word it correctly in cleveland though they won't really bother you. it's not a "casino" it's a computer repair shop with an "internet cafe" where people can come in buy time, play games on various sites and can redeem any prizes in the building.
