I'm not trying to be an asshole but yall are naming games as if Sega has the license to all of those. I'm no expert but I'm sure there is plenty of red-tape that would have to be sorted out to get some of those favorites re-released and considering Sega was always strong with music, you can bet that there was probably some issues with Yuzo Koshiro and the music licensing as the reasoning behind Streets of Rage not being included. Sega can't even move forward with re-releasing Sonic 3 because of a supposed issue with Michael Jackson's estate and they had to remove some vocal songs from re-releases of Sonic CD.
Those Komani-era Ninja Turtle games such as Turtles in Time and Hyperstone Heist and such are probably not going to see any sort of re-release because Activision has the TMNT license now after getting it from Ubisoft in 2013 who got it from Komani in 2007.
Sega ain't Nintendo in terms of money and brand power in 2018 and they can't just write a check and get Tecmo, Capcom, EA and others license out old games for re-releases on mini-consoles or e-shops. Hell Sega can't even make the flashback consoles themselves, they've given those licenses out to various companies around the world (tec-toy, ATgames).
