recovery act grants

forgive me in advance if this question is a little naive...i just started my research on this

but does the recovery act offer grants to individuals looking to start new businesses or people who already have small businesses?

or does the recovery act give any grants to women/minorities looking to open a small business?

I've got beat by one of those so called grant they got me for about 200 dollars i'm in dispute now!!!just beware.
