I havent seen this new movie, but the first 2 are very well done and i cant remember anything that came across as racist.
In this case, knowing the storyline of Planet of the Apes, i think they show one ape dressed like that to show that the apes are becoming more and more like humans. Eventually they all wear clothes.

In the first two movies in this go around, the apes were portrayed as the truly superior ones while the humans were technologically advanced but savage and inhumane. Of course, most on screen depictions of one persecuted group fighting against their oppressors is likened to us and our struggle. There were strong elements of this in the previous two films as well.
