You're right, they'll definitely get rid of Chad first. I actually wouldn't mind seeing both of them go, but I think they'd get better value out of Carson. I think TJ would stay regardless. He's got a good repore with Carson and he works well in the system that they currently operate under.
The factor that I think the Bengals use in dangling CJ is Chris Henry. But I think he's fools gold too! He's got all the tools to be a great receiver but he doesn't run good routes, drops too many passes, and rarely makes the extra effort to catch those passes that are outside of the reach of his fingertips.
I just think Carson has the ultimate value at this point in his career and his best days are behind him. I may be in the minority to think that he may have already reached his peak, but he's reached his peak! Dump him and get a "Herschel Walker deal" out of it and build a dynasty......
