Ive been shaving my head for almost 20 yrs and havent had a raxor bump on my dome in 15yrs... here are the keys:
1. multi-blade razor... mach 3 is what I use
2. shave either in the shower or right after, while your hair is soft... wash your head real quick with an antibacterial soap to kill any germs that may fuck your head up... I use Dial Gold
3. before you shave, use a LITTLE bit of baby oil on your head as a shave oil before you apply a shaving gel... I use EDGE
4. I shave everything front to back and have no problems, but you may want to try going with the grain
5. When shaving, use long, firm strokes, not short ones where you keep going over the same spot, that causes irritation

6. rinse the blade well after every stroke
7. Rinse head, PAT DRY with a CLEAN towel/wash cloth
8. Apply a preventative measure like Tend Skin... I personally prefer Bump Patrol
9. Finish it off with some shea butter (real shea butter, not Palmers) to moisturize and give it that not too shiny look
10. Enjoy all the pussy you can get... many, many women love to rub a freshly shaved bald head

Dont get lazy or sloppy, you have to shave at least every other day and keep your head clean, I wash my head every morning and night with the Dial soap to keep bacteria to a minimum, then I add a little shea butter cuz the soap can dry your head out if you dont moisturize.
I would also recommend using a new razor each time or at least every other time... a dull blade = fucked up head
If these steps dont work for you, you need to give it up and use the Andis Outliner clippers, youll be as close to bald as you can get without a razor. Good luck
