Here is an interesting and great limited series from 1989, Marshal Law. Set in the future, of course, the story revolves around the efforts of a government sanctioned "super hero hunter". The story takes place in San Futuro, a city rebuild over the ashes of San Francisco after a massive earthquake known as "The Big One". There is a serial rapist/murderer terrorizing the city and the way the crimes are committed suggests the suspect is a super hero. Which puts the case squarely in Marshal Law's jurisdiction.
