Those timelines were different man. Besides, as I hear, Cantrell is getting beat up left and right and she wasn't going to risk taking away the most lucrative time for the city over something that even the president of her own country was calling a hoax.

If you cancel one of New Orleans' signature events based on what were just "rumblings" of a virus coming out of China at the time, you are taking a political risk that could sink your family for generations or permanently, especially since the honeymoon period is over and the approval ratings are starting to dip.
