I think Mitch wants to force a vote.. for one, to get it "out of his hands" so he can either put it on the White House for putting up a weak nominee and/or to get the everyone on the record so that he can blame the one or two gop senators/ dems who vote against him and try to use it against them during the midterms.
You typically don't want to bring it up for a vote when you don't have the votes, but with the midterms here...he's going to force the issue because it's all on him if he doesn't at least get it to a vote...
