I don't know exactly where it's written, but soldiers can't freely walk around in public in their uniform unless given permissionto do so. If you are on duty and traveling, yes you can stop in public places while in uniform, but off duty you can't be strolling around in uniform especially on foreign soil.

You don't retaliate with violence no matter how warranted it is. Post their picture and attached video for the world to see. Not all whites are racist so this behavior feeds into the perception that even the good ones are racist too (which is not the case from my experience).
To combat racism, you need all racial diversity and backgrounds, not just solely blacks alone to eradicate it. A message needs to be sent that there are life altering consequences to racism.
