I hate a thief also. If they invade someone's home or violate someone's property, of course you lock them up. If they steal from a business they should get hooked up with a hefty fine plus community service. However the fact that prisons are losing money shows that locking everybody up for everthing is not working.

i mean this may deter some people and some tax payers are really gong to like this BUT i think it is just another way to keep the cycle going

jails are basically saying they are more punitive than rehabilitative... i mean where is this money going? are they not going to take as much from tax payers?

I also know that in some states they are trying to reduce the number of people incarcerated so iono how this is going to play out.
