Philly is where gentrification was invented. The "Reform" Democrats came into power in the 1950's, on a platform based on "revitalizing" the city: Richardson Dilworth, Joe Clark, Edmund Bacon, Albert M Greenfield, etc.

They started with the Independence Mall and Society Hill projects. That area was nothing but waterfront dives and skid row before that. They progressed from there to the Penn Center and Market Street East projects.

Meanwhile, the University of Pennsylvania was gobbling up West Philly. Temple University cloned that act in North Philly. Drexel Institute got squeezed to the North by Penn toward East Powelton.

I live in South Phlly around 22nd and Reed st and growing up there as a child everything was alrigh but when crack began popular in the early eighties..neighborhoods started to deterioted. Then the city knock down all the projects in Philly and gave everyone section 8 vouchers so they could move any where in the city...that was the start of the downfall of the northeast philly because everyone wanted to move there because it was something different.
But now i see something different. All the white people who left Philly in the 80's and 90's are moving back. South Pilly around 22nd and Catherine up to ellsworth st are receiving alot of white people and those little row homes are going up in price and so will the property tax. I say in the next 5 years South Philly and North Philly around center city demographic will changed dramatically white....and with more white people there will be more police patrol, servicest and safety. Philly will be a atractive place to move to. Trust me on this

The thing is, the movement has adapted. The assassinations of Malcolm X, Martin Luther King, Jr., Fred Hampton, and others forced Black organizations to abandon the use of charismatic leaders.

At the same time, the rise of the women's, gay liberation, ecological awareness, and anti-war movements combined to take the spotlight away from Black Leaders. That spotlight eventually landed on the Chicago Eight (later seven).

Meanwhile, Philadelphia continued down the path MLK advocated in his Mountain Top Speech. They formed organizations like the Guardian Civic League and the Valiants. They lobbied President Nixon to get the Philadelphia Plan (to integrate the construction trade unions), developed Progress Plaza, fought redlining, etc. Black Student Unions formed to achieve higher enrollments at Penn, Temple, etc. Blacks used their collective economic clout to get retailers attention.

It is true gangs were prevalent in the 60's and 70's, and yes they threw people off of bridges, as kid, I heard stories of rivals being thrown from the 42nd st bridge near Girrard Ave.As for the projects, I haven't heard anything like that. I'm not saying it's not true,I just haven't heard of it.I'm 37, and I've lived in one most notorious sections of this city all of my life. There isn't much I haven't seen or heard of.

I agree with you, I now see Philly tourist groups surveying my neighborhood during the summer. I live in WP, the problem is Philly doesn't have the corporate infrastructure to support these people. U of Penn, now gives their professors free housing to move back to the city. No other company does that. We don't have a presence of top employers in Philly as does NYC or ATL. The cost of living here is cheaper than NYC but that's all we have. The other trend here is more suburbanites "Empty Nesters" are moving to Philly, particularly center city (downtown), to indulge in the nightlife. We have great resturants and a great Avenue of the Arts.Let's face it, everyone would like to live as close to their jobs as possible. We have some large law firm and accounting firms, but we don't have a great overall corporate presence.

Black crime in Phila is the same as black crime everywhere. It is committed by people that don't have anything, do not want to work for anything, and don't want those that do to have anything. But color is really irrelevant. If a crime is commited against me or a member of my family, I couldn't care less what the color of the perpetraitor is. I'd want his or her ass jailed and if they took a life, I'd want their ass gone forever.

I'm not interested in rehabilitating these fools because if they were about anything rehabilitation wouldn't be needed. I don't care if they came from broken homes, or had no father figure, or any of that social excuse bullshit. Each of us has an inate sense of right and wrong and if anyone chooses purposely to cause harm to another-- fuck 'em. If they choose to drop out of normal society, then I say remove them from society. If were up to me they'd be sent to jail to serve a term commensurate with the severity of their crime, and I don't mean a prison with privileges. If they wish to act like wild animals then do what you do with wild animals, put 'em in a cage, feed them ONCE a day, and keep them there until they serve every day of their sentence. If someone after an experience like that wants to get out and go back to a life of crime with no worry about returning to prison, fine. The jailers will be waiting.

Funny that you posted this about Philly. A friend of mine is trying to get her daughter OUT of Philly now because of the reasons you posted above. She calls it a "Philly mentality". She told me it's the "in" thing for kids 15 or 16 years old to have kids and they look at you strange if you don't. Alot of them don't work and have never even thought about getting a job. The women though seem more inclined to work than the men since they have to take care of their kids. The fathers claim them but do nothing financially.

The sad thing is her daughter has two kids by a guy who has never had a job! And of course she's in love and won't leave him. Both of his brothers have never worked either. And they all live with mom and dad in section 8 housing.

Doing nothing.

Saddest part of all is her daughter had a full scholarship to a very well known school down there. And now she's dropped out.
