Your other point is irrelevant. If you're born in Iran to a Jamaican mother, and Iranian law recognizes anyone born on its soil as an Iranian citizen, then yes, you are indeed an Iranian by law. You can be born in the United States to any mother from anywhere and be declared an American citizen, even if your mother takes you back to her home country.

Tyrion always intended to secure an alliance for Danny via marriage or use it as negotiation carrot - and he is very concerned that Danny can't have kids - no kids no heir... which would guarantee another civil war with Dorne and the Reach whenever Danny dies especially if Jon "King of the north" is her husband

or

he is worried Danny is much more likely to be reckless when John is in danger again

or

like Littlefinger -Tyrion might have suspicions of Jon's true parentage,
shit for the first 3 seasons no one that knew Ned truly believed Jon was his bastard except Cat

I think the surname a bastard takes is usually the one associated with the area one is born in or raised. So Sand is to indicate that he was from Dornish area (Tower of Joy).

There doesn't appear to be a hard fixed rule, but by custom it's base on the region where the child is born or possibly raised if the birth location is not known. This is well established in the book as King Robert's bastards had various surnames based on where the child was born as in "Mya Stone" was borne in the Vale and "Edrick Storm" who was born in the Storm Lands
