The wall was built to protect the 7 kingdoms from those creatures we saw last season and the wildlings. As time passed, those creatures became myth and the wall was mainly there to stop the wildlings from getting through. The Knights watch is there as an ever lasting presence. Obviously you can't have people who own land or have family of their own there or else people would be leaving left and right, so it is best for people with no ties; I.e. bastards, criminals etc to be there.
