The court doesn't really care what treatment program you do outside of prison.
If he is accepted into RDAP while in prison, then he can get some time knocked off, but there is usually a long waiting list for that and far from guaranteed he'll get in.
Him volunteering to do some treatment program beforehand is just him hoping the judge will go easier on him.
