As I stated before if the stop is being video recorded from the police cruiser then he/she has no choice but to voucher that money as evidence.

When that officer seizes your money and they didn't find drugs in your possession now its up to you to prove that the money is legit. The waiting period is to try to get the person to try to admit to something. That cash is not illegal...that until I prove otherwise, this cash belongs to that man... That I would ask the individual who I stopped to count out every bill in front of my dash cam with 2 witnesses present (including any witness he had with him) and write him out a signed receipt WITH my badge number, precinct and personal phone number signed not only by me and him, but also the witnesses present...if I were going to confiscate the money.
Additionally, I would go over the procedure to recover his money step-by-step and make myself available to his questions or concerns at all times. In addition to giving him a valid reason why I was confiscating his money and a reasonable time frame he could expect to get his money back.
Next time, don't tell him shit. Let him take you in and then sue them for false arrest. As soon as you get out, call a lawyer and then call internal affairs and file a report.

Most of the car stops I seen in the south where the motorist were black or hispanic resulted in their vehicles being searched. The officer were always white.
For the second part I agree 100% all the officer has to say is what amount he thinks it is however if motorist on tape says no its more than that in the pressense of the officer then in court a good lawyer will exploit that and that will open up a can of worms that officer don't want to be in

I'll remember that. I had that happen to me before and when they took me in we ran into a cop named christna and officer waddell. Well i hang out with christna and waddell was the cop at my school and knew my mom and dad. They asked what is this and he said i smelled like alcohol and he believed i was high. They both laugh and said he does not drink or do drugs so i suggest you let him go otherwise you might end up getting fired. I left with christna and waddell laughing our ass off at him. They said they had a long talk with the officer when they got back to the station.
