Get into an economic agreement with Russia and China. Somalia with will open its markets to Russian oil and Chinese good. Russia will help create a national navy for the Somali government and recognize the navy on the world stage.
This will allow Somalia to have a voice on the world stage. It will also have powerful allies with vested interest in Somalia. This navy will now be able to patrol it's territory and prevent any polluting and over fishing.
Well, like any other opportunist, many others(pirates) have joined in for their own greedy intentions.
woodchuk, travel to an under developed country and spend a month with a family struggling family. you will then learn the desperation of these people. you dont have a clue. you setting here in this country which benefits of the backs of the under privileged.

Somali pirates have released a Russian ship captured off the Horn of Africa last month, after a $700,000 ransom was paid, a local official said on Tuesday.
Operating in Somalia's northern region of Puntland, the pirates took hostage four Russian crew members, an Irish chief engineer and a British captain when they seized the Svitzer Korsakov on its maiden voyage in February. The ice-class tug vessel was making its way to Russia's Pacific Coast.
"We have been informed by our intelligence sources that the money was brought by another ship, we don't know what country that ship was from," Ahmed Saed Ow-Nur, Puntland's minister for fisheries and marine resources, told Reuters.

Pirates have seized a Russian ship off the coast of Somalia, officials say.
The Svitzer Korsakov tug was taken to the port of Eyl in Somalia's northern semi-autonomous Puntland region, the local governor told the BBC.
However, Russia's Interfax news agency quoted officials as saying the vessel was in the port of Mogadishu - further to the south.
Six crew members - four Russians and two Britons - are reported to be on board the ship.

Well if thats the case, then the pirates that were killed by the US did it "for their own greedy intentions" so I have no remorse for them.
They dont have a government to make this kind of agreement. What are you talking about? Do you even understand the kind of money it takes to build a NAVY? Do you realize that for this kind of agreement to take place, Somalia would have to give up its entire economy (legal and illegal) over the Russians and Chinese?
