To whit, invocations of "black on black" crime from the right are a shorthand way of saying "the real issue is that blacks are unusually criminal and violent" when the actual issue is that blacks are unusually segregated, deprived of opportunities, arrested and convicted. Crying "black on black" crime is code for "the real problem is them," when the real problem has been and continues to be society as a whole. To believe otherwise you would have to think that there is some genetic predisposition among Americans of African descent to be criminals, which I suppose the dog-whistlers on the far right do.
