It's pretty obvious this girl is the product of really bad to non existant parenting which I'm sure is attributal to most of her behaviour. There have been may studies that have shown kids at her age not fully understanding the totality of their actions so her wearing make up and bragging about sex has to be looked at in that context. As far as her hanging out with older boys that would have to be allowed by the older boys and we have a pretty good idea why they allowed it.

cleveland tx is about a 45 min drive north of houston, i grw in a town population 117k we had 3 high schools and everyone still knew each other, what im saying is that there no way someone could not put the clues together that she was under age, i mean never ever see her around school ? the 3 motnhs thing is because it was reported that the abuse occurred more then one time over a 3 month span....was alot of guys over charged ...Hell Yeah....were they wrong Yes could they have found out she was under age ? But on the recorded broadcast Thursday, Gross asked Evans: "But what is going to be your defense for your clients for having sex with an 11-year-old girl? How many of them knew? ... It was a small town ... knew her to be in middle school. So there was no doubt about her age?"
To which Evans clearly answered, "Absolutely not. There was no doubt about her age."
He then went on to explain that some suspects are young and that he has not completed his investigation, and he admitted it will be "very difficult to come up with a defense."
Supporters of the defendants, meanwhile, have contended the girl appeared much older than her years. Community activist Quanell X even went so far as to show reporters a scantily clad photo of her posted on Facebook.
Daphne Straughter, the grandmother of one the suspects who attended Quanell's rally on Thursday, said, "You can't tell she's a girl. What are these boys supposed to do, ask for an ID?"
However, many others are outraged by Quanell or anyone else talking about the sixth-grader's appearance as an excuse to blame the victim for the November gang rape that onlookers documented on video with their cell phones.
Texas law clearly states that ignorance of her age is no excuse and that an underage girl cannot legally give any consent.
Criminal defense attorney Mark Bennett in Houston was shocked by Evans' remarks. While mistaking the girl for being older than her years is not a legal defense, Bennett said sometimes a jury will "nullify" or go against the letter of the law if they don't think it's fair.
Also, he said an older appearance might become a mitigating factor in deciding punishment.
"But going on record that the defendants knew for certain that she was 11 just grossly aggravates the case," he said.
Liberty County's district clerk lists Evans as representing four of the defendants. Stephen C. Taylor, the only other attorney representing the suspects who could be reached, declined comment on the interview. He noted that everyone might soon be silenced in the criminal case, as the prosecutors have filed a motion for a gag order that is slated for a hearing Tuesday.

My thinking on this is the courts might declare an 11 year old cannot make that type decision on their own. The courts (maybe even the DA) will probably do a profile on her. Testing her IQ to determine is she's competent. Either way this will be interesting to watch once it reaches the courts.
This is a physiological/medical FACT that an adolescent's brain is not fully developed.
