Michael Jackson was at his very peak in 1984. A historically unrivaled popularity. A president would be foolish not to jump on that bandwagon.
2009 is a very different story in terms of Jackson's status in the world's view. He was hated/ridiculed as much as (if not more than) loved right before his death. All this '70s and '80s nostalgia and sympathy doesn't totally wash away the last 15-25 years in the president's or the public's mind.
