Actually it was Thanos when he stole the Heart of the Universe and destroyed the Universe and everything in it. He found it was not natural and decided to restore it and destroy the Heart of the Universe. That would leave The Living Tribunal as the most powerful.

Think about it like this in Infinity Gauntlet Thanos took out most of the cosmic entities, including Eternity. Theoretically, they both had the same power(Omnipotence), but the Infinity Gauntlet is above those Cosmic entities on the Cosmic scale.
