As you can probably see by now, I like intellectual discussion where i can both teach and learn and I don't get off by being right or down for being wrong, just as long as I learn something. That said, I must point out I agree with what you said, especially on the part where cops need to start calling out the asshole cops!
I've been saying that for years, asshole cops put the good cops life in danger.
I also agree that civilian complaint boards are way too slow to be effective, and I feel this is something that we as a people should get on the politicians about. If not we will remain vulnerable towards police brutality.

The cop apparently got caught up with trying to diffuse the situation with instinct that he may have learned on training as a pig; therefore, over-reacted and felt he couldn't turn his back on trying to detain a "hostile" black woman and her husband until further bullshit investigation. There also wasn't a reason for the dude to jump out of the car and whack the cop over the head with a cane. However the situation may have turned out if he had done nothing, the jackass pretty much assured himself how his day was going to end up the moment he swung.

Now on this shit, we can't judge what was wrong with the old guy. The report stated, that the old guy was under the impression, that his life and his wife was endanger. The situation was getting more hostile due the cop's reaction. She had meds with her and he fell so he could have been suffering from a mild concussion even though he appeared to be strong enough to crack his cane on the cop's head. The meds could have been aspirin for pain and his adrenalin was working in over drive. That's some sad shit right there, but the cop could have had the other officer call in for medical support. It's not like the couple were going to run in the hospital and leave their vehicle while those cops are scratching their heads and saying, "Where they went?"
